- Sustainable plan-led residential development on lands subject to the Adamstown SDZ and Newcastle LAP;

Liffey Valley Shopping Centre and environs

That this Council recognises Liffey Valley Shopping Centre and environs as a designed Level 2 retail centre; but further acknowledges that the area will never represent a ‘Town Centre’ in the traditional sense; and therefore directs the Chief Executive to review the zoning and settlement hierarchy designation of these lands; and to include an action to require the preparation of a new approved plan for these lands, as well for the Fonthill Retail Park and other nearby appropriate lands; which will address matters such as future retail planning, enterprise and tourism development, urban design, traffic management and the social and community regeneration and development of adjoining residential areas; while protecting the civic centrality and commercial viability of both Lucan and Clondalkin Village.

Housing (Sustainable communities) SDCC incorporates in the interest of sustainability a strategy which supports policies and objectives to maximise the adaptability of the built heritage. In particular (a) there shall be no presumption against sub-division of residential units, subject to the criteria and public safety, health and residential amenity zoning and (b) the Council shall require that in the interest of promoting stable communities, all residential dwellings be capable of extension vertically into any roof space without compromising overall residential amenity.

In so doing, the Chief Executive would facility the desired best practice of allowing older people to live independently in their own homes for as long as possible. Halting sites are often placed in isolated areas, without any amenities nearby (eg Stocking Wood).

Past town planning in our county has left insufficient space for playing pitches and many of our existing clubs, throughout the county, are struggling to get enough pitches to satisfy their needs. The Whitechurch Estate has an active sporting community in the boxing club and football club.

It would be a massive benefit to this area to have a dedicated sporting centre, one which could be used by both clubs.

It ideally would comprise a boxing ring, changing and shower facilities.

In addition, the football club were meant to have a junior pitch, which never materialised.

Perhaps this could be included in the development plan.

- support existing retail centres, particularly in our County’s traditional town and village centres;

- limit the development or expansion of out-of-town or edge-of-town retailing;

- support the development of smaller and medium sized supermarkets and retails outlets in preference to hypermarket-scale outlet;

- recognises the need to provide for the limited development of an appropriate new retail warehousing location in our County so as address local demand and reduce retail leakage to surrounding counties;

Therefore directs the Chief Executive to include supporting new policies, objectives & actions in the Development Plan to:

- support the viability and vitality of traditional village and town centres and promote opportunities for appropriate retail development in these centres;

- protect the vitality of retail mix in existing permitted multi-unit retail centres by generally limiting the amalgamation or replacement of multiples unit with a single tenant;

- promote the development of smaller and medium sized retail stores, generally not in excess of 1,500 sq.m of net retail area;

- generally limit the expansion of proposed new ‘Shop-Major Sales Outlets’ in excess of 1,500 sq.m of net retail area;

- allow for the limited development of appropriate new retail warehousing on a site(s) at or adjacent to existing retails centres, to be specifically identified in the Development Plan and to be subject to an approved plan which will include both an urban design masterplan and retail impact assessment; and

Requests the Chief Executive to further consult with the Land Use Planning & Transportation SPC on this matter.

This Council needs to have regard to the effect on existing road infrastructure that future housing development may have. In particular, alternatives may need to be offered were significant traffic currently passes through residential areas. Future development in these areas could lead to unbearable traffic through these existing residential estates.

An example is Parklands Road to Oldcourt Road / Oldcourt Lawn. Currently, significant traffic is forced through the estates of Oakdale, Beechdale and Ferncourt. If future development is allowed off Oldcourt Road these estates are going to see significant increases in traffic levels. The Council should come up with alternative routes, where possible, before authorising large scale future developments.

Could the Manager investigate the requirement of commercial and multiple residential planning applications require rain water harvesting systems as set out in BS 8525. There is an opportunity for the Council to promote water conservation with the potential of putting off taking water from the Shannon in the future. Councils already stipulate SUDS compliance in planning applications, which reduces the burden on waste water treatment, this proposed policy/objective would reduce the burden on sourcing of water.

Regional Planning Guidelines for the Greater Dublin Area 2010-2022 sets out provision for same under 6.4.1 Strategic Policy & Recommendations – Water Supply

Protect and work to improve water quality in, and impacted by, the GDA and seek that investment in water supply projects/programmes is prioritised to support the delivery of the economic and settlement strategy for the GDA through the coordinated and integrated delivery of all essential services supporting national investment.

All Councils, supported by the DoEHLG, continue rolling programmes of investment in water conservation and demand management so that the short term needs can be met through better use of existing resources and to sustain a continuing policy of achieving long term goals of water conservation and environmental good practice. This will involve (i) significant additional investment in pipe renewal and repair to increase available capacity by reducing water leakage and (ii) support and promote integration and retro-fitting of water management measures, including increasing the use of grey or rain water as a substitute for use of treated water in suitable buildings and settings.

Rain water harvesting can be integrated with the existing surface water management standards - i.e. water is already being designed for (SUDS), and is covered in the development plan, it's a question of adding another objective to the design where appropriate. Less runoff allows for smaller storm sewers, which, in turn, saves the developer construction and maintenance costs at the site.

Existing Rights of Way and established walking routes will be identified prior to any new Telecommunication developments which will be prohibited if they impinge thereon or on recreational and environmental amenities or public access to the countryside.

In partnership with NPWS, local Wildlife Rangers, WI, community groups and other relevant stakeholders, provide, preserve, promote, support, encourage, develop, facilitate, increase and improve public access to and around lakes and navigational and non-navigational waterway corridors(together with wetlands, rivers and streams and valleys) to create linear parks, riverside walks and facilities for walking, cycling and other non-noise generating activities and to create a green network to link with existing parks and open spaces, as an amenity and recreational facility for visitors and locals. Reserve land adjacent to river and canal banks and lakeshores to facilitate walking/cycling routes and other recreational activities and to act as buffer zones between new developments and river corridors and other water bodies.

Protect, enhance and improve existing public rights of way, where appropriate, and investigate the provision of additional rights of way to inland lakes canal banks and waterways to facilitate the creation or expansion of walking/cycling routes.

Recognising the importance of archaeology and National Monuments as part of our heritage and inheritance, provide, promote, enhance, facilitate, encourage, support, and protect public access to archaeological sites National monuments, battlefields historic burial grounds and graveyards and sites of historic interest, in direct ownership, guardianship  or control of the Council and/or the State  or private ownership. Appropriate signage will be put in place. Information on access to sites will be made be available on the Council’s web-site.(Insert address).

Protect, preserve, improve  and maintain existing public rights of way to  archaeological sites and designate  traditional walking routes as public rights of way and in other cases, routes will be acquired by agreement with landowners or by way of compulsory powers.

Encourage, promote, facilitate and support access and public rights of way to geological and geo-morphological features of heritage value, rock trail and co-ordinate the continuing development of strategic walking routes, trails and other recreational activities.

Comply with 2010 Planning and Development (Amendment) Act Sec 7(b)(ii)(o) by providing that the preservation of public rights of way which give access to seashore, mountain, lakeshore, riverbank or other place of natural beauty or recreational utility, which public rights of way shall be identified both by marking them on at least one of the maps forming part of the development plan and by indicating their location on a list appended to the development plan.

Residents have copies of the original planting scheme of Willbrook House so it is possible to recreate the famous Moore collection of plants.
