MOTION: Councillor K. Egan
Road boundaries and finishes
That this Council directs the Chief Executive to include an appropriate new policy, objectives and actions in the Development Plan requiring the provision of an attractive finish to the margins and boundaries of all new roads, or sections of road, not fronted directly by buildings, including the provision of attractive grass verges, landscaping and boundary treatments as appropriate; and to generally limit the provision of bare, mass concrete walls as boundary walls to new roads.

REPORT:
The current development plan contains a policy requiring ‘suitable roadside boundary treatments and high quality planting and landscaping as part of its road improvement schemes, in the interests of visual amenity and to ameliorate traffic noise impacts in accordance with the EU Directive on Assessment and Management of Environmental Noise’.
This is also overseen by the Design Manual for Urban Roads and Streets (DMURS) which seeks to put well-designed streets at the heart of sustainable communities. DMURS also provides the measures to achieve streets that contribute to the creation of attractive communities.
Recommendation
It is recommended that this motion is adopted.
