MOTION: Councillor P. Donovan
That this Council directs the Chief Executive to provide Cycle lanes on the roads approaching new developments and that as part of the road design plan, cycle lanes are built as the road to residential developments are being built.
REPORT:
South Dublin County Council worked in close consultation with the National Transport Authority (NTA) to develop a County wide cycling network. The county wide network was integrated with those of adjoining Counties and incorporated into the NTAs Greater Dublin Area Strategic Cycle Network. This document identifies a hierarchy of primary, secondary, feeder routes and Greenways for the GDA. This includes several routes which are designed to service major new development areas within the County. The Local Area Plans: Guidelines for Planning Authorities also requires South Dublin County Council to identify new cycle routes when papering Local Area Plans for new development areas. This approach was also undertaken when preparing Strategic Development Zone Planning Schemes for Adamstown and Clonburris.
Recommendation
It is recommended that this motion is adopted.
That the South Dublin County Council Development Pan 2016 – 2022 will include policies and objectives reaffirming the Council’s commitment to the development of new cycling routes. This should be reflected by a range of Policy Objectives, Actions and Measures requiring South Dublin County Council to work to closely with the NTA to procure funding for their implementation and for the identification and creation of new local cycling routes via a range of strategic planning documents in all new development is proposed.
