MOTION: Councillor E. Ó Broin
The County Development Plan will promote sustainable development in all aspects of planning and spatial development with the aim of increasing energy efficiency in public and private buildings and contributing to reducing the carbon footprint of the County.
REPORT:
To date, the Council has installed a number of renewable energy technologies and energy efficiency measures in buildings and facilities under its influence. A range of South Dublin Sustainable Energy Action Plan (SEAP) Actions across municipal housing stock, public buildings, fleet and facilities are also being carried out by a range of Council departments.
The Draft South Dublin County Council Development Pan 2016 – 2022 will focus on strategic planning matters facing the County, including energy efficiency and renewable energy issues at a Countywide scale, including renewable energy potential in the heat and electricity sectors.
In advancing the South Dublin Sustainable Energy Action Plan (SEAP) 2013, the Council is developing an evidence based approach to renewable energy policy development in the Draft South Dublin County Council Development Pan 2016 – 2022.The Council is currently carrying out a Spatial Energy Demand Analysis which will map areas of low to high heat density across the residential, commercial and municipal sectors and total thermal energy and electricity energy demand. This mapping exercise will be carried out at a County scale and will inform the development of energy policy and objectives of the Draft South Dublin County Council Development Pan 2016 – 2022. . Energy character areas across the County, suitable for district heating and other renewable energy opportunities could be indentified from the Spatial Energy Demand Analysis.

It is recommended that this motion is adopted.
