MOTION: Councillor W. Lavelle

Liffey Valley Shopping Centre and environs

That this Council recognises Liffey Valley Shopping Centre and environs as a designed Level 2 retail centre; but further acknowledges that the area will never represent a ‘Town Centre’ in the traditional sense; and therefore directs the Chief Executive to review the zoning and settlement hierarchy designation of these lands; and to include an action to require the preparation of a new approved plan for these lands, as well for the Fonthill Retail Park and other nearby appropriate lands; which will address matters such as future retail planning, enterprise and tourism development, urban design, traffic management and the social and community regeneration and development of adjoining residential areas; while protecting the civic centrality and commercial viability of both Lucan and Clondalkin Village.

REPORT:

Liffey Valley functions as a regional shopping centre and the wider mix of uses that normally characterise a town centre have not emerged at this location. The potential for a mixed use town centre is restricted due to access constraints and a fragmented local catchment. The future role of Liffey Valley needs to be reviewed in the context of the County’s settlement and retail hierarchy. A retail focused designation that is consistent with the Level 2 designation in the Regional retail hierarchy, supported by a revised Local Area Plan is considered to be the appropriate response. The wider town centre role can then be reinforced at more appropriate locations.

It is recommended that the motion is adopted.
