Land-Use/Transport Planning
That this Council directs the Chief Executive to include in the new Development Plan an appropriate new policy, objectives and actions to require that proposals or applications for new residential development must, in order to be granted permission, demonstrate that sufficient, realistic and verifiable levels of public transport carrying capacity and road capacity will be provided for, in a sustainable, phased manner, so as to cater for all new trips to be generated by the development.

REPORT:
It is current Development Plan policy to require proposals for major developments to be supported by a Traffic and Transport Assessment and Mobility Management Plan.
A Traffic and Transport Assessment (TTA), as defined by Transport Assessment Guidelines (2014) address the impact of the proposed development on the local and broader street network, and should provide a clear rationale for the proposed level of car parking having regard to the existing and potential availability of public transport services in the area. The TTA Guidelines also promote an integrated approach to development, which ensures that proposals promote more efficient use of investment in transportation infrastructure, reduce travel demand, promote road safety.
Mobility Management Plans (MMP) contain a series of definite measures to encourage sustainable travel modes within a development, such as proposals to encourage cycling and walking, car sharing, car pooling, flexible working hours, free bicycles, public transport promotions, etc. South Dublin County Council may also seek by way of a condition attached to a planning permission, the appointment of a full-time Mobility Management Manager.
South Dublin County Council is also committed to a coordinated and plan led approach to the development of residential areas. All major areas for such development are, or will be the subject of, local plans, such as Local Area Plans and Strategic Development Zone Planning Schemes. These generally include phased development that coordinates development with the provision of public transport, roads and other relevant infrastructure. This approach has been taken in regard to LAPs for the Fortunestown, Newcastle and Ballycullen-Oldcourt and the SDZ Planning Schemes for Clonburris and Adamstown.
Recommendation
It is recommended that this motion is adopted.
