MOTION: Councillor D. O'Brien
The County Development Plan will promote green energy at look at the carbon footprint when building new housing stock to include solar power and water harvesting.
REPORT:
The renewable energy requirements for the construction of new residential dwellings are addressed in the current Building Regulations Part L 2011. All new residential dwellings must reach an A3 Building Energy Rating (BER) standard and there are specific requirements with regard to thermal performance, overall energy use and CO2 emissions. The regulations also prescribe that a reasonable proportion of the energy consumption to meet the energy performance of a dwelling is provided by renewable energy sources.
The Draft South Dublin County Council Development Pan 2016 – 2022 will focus on strategic planning matters facing the County, including energy efficiency and renewable energy issues at a Countywide scale. A range of South Dublin Sustainable Energy Action Plan (SEAP) Actions across municipal housing stock, public buildings, fleet and facilities are also being carried out by a range of Council departments.

It is recommended that this motion be adopted.
