That the Chief Executive noting Lucan Village's designation as a Fáilte Ireland Destination Town and the previous Lucan Tourism Product & Proposition Plan prepare and present an updated implementation and activation plan for Destination Lucan setting out the Council's current vision for Lucan as a tourism destination progress on the actions previously identified, how Lucan will be marketed and promoted and the proposed actions, timelines, funding and partnerships required to develop and promote the village as a recognised visitor destination.

To ask the Manager for details of any Arts events planned by SDCC for Lucan House, demesne, pavilion or green, or in any of the parks in the LPNC areas in the coming months?

To commend SDCC on recent work during the summer by their contractor on cleaning gullies in the Lucan area, and to ask for an update on further works planned in the LPNC areas in Q3 & Q4 2026, given that it is the peak time for leaf-fall and heavy rainfall?

Can the Chief Executive provide an urgent update on the recurring flooding on Esker Road, immediately outside the cottages which occurs during periods of heavy rainfall. It is acknowledged that a road-opening licence is required to facilitate the necessary works however, given the severity and regularity of the flooding can the Council confirm that a plan is now being put in place as a matter of urgency including a timeframe for the required works and any interim measures that can be taken pending completion?

To request the Manager inspect the water attenuation that is occurring at the entrance/exit of the red brick homes on Shancastle Avenue and install flood alleviation measures.

That South Dublin County Council arranges for the inspection and clearing of the road drains/gullies on the narrow road between Lucan Community National School and the Buirg an Rí estate, Lucan, as a matter of urgency and in advance of the winter season.

That SDCC provide Councillors with the findings of its surveys of the gullies and drainage pipes on Kennelsfort Road Upper where flooding regularly occurs in heavy rain as the previously committed extra jetting has not remedied the matter.

To ask the manager if SDCC can replace the instructional diagrams on the outdoor exercise equipment in Waterstown Park, or, if there is any intention to install the updated style equipment as seen in Rathcoole and Tymon Parks.

To ask the manager if SDCC have any intention to resurface pedestrian access points to Waterstown Park from the lower carpark to ensure easy access for wheelchair, buggy and vulnerable walkers. Pictures attached.

To ask the Chief Executive when the public litter bin will be installed at bus stop 2118 on the Neilstown Road, which was promised to be done in June 2026 under Item ID: 91351?

That the Manager commit to a regular schedule of cleaning the stonework surfaces in Lucan Village Green (due to the easily stained limestone surfaces) on a weekly basis, especially during the summer months when there are a high number of visitors using it, and/or investigate ways of doing a deep-clean and then seal the stone so that repeated, unsightly staining does not occur.

That this area committee requests that the Chief Executive install litter bins to 1) the rear of Lucan Leisure Centre at the entrance to the cafe and 2) at the skate park.

To request the Manager install additional lighting on the outer path in Quarryvale Park.

To request SDCC to utilise its mobile Anti Litter CCTV in laneways in Palmerstown worst affected by illegal dumping. These include lanes adjacent to Glenaulin Park and Palmerstown Avenue.

To call on the Manager to make some small changes to the current weekend arrangement for access to Lucan House & Demesne; the access is working well and it is brilliant to see that the demesne and house surrounds are open to the public. I am asking that the signage on the main gate (older gates) be clearer that it is the entrance to the house/demesne (a corriboard sign perhaps?), that the gate be opened a bit wider to show that it is clearly open, and large redirectional signage be put on the newer gates, with a map and information on opening hours, as many people are just going to those gates and then leaving disappointed, as they are not in use. I further call on the Manager to provide 2 -4 portaloos inside the yard area for visitors, in the short term. An update on what will happen in terms of access to the demesne and house after the summer is ended would be useful too.

That this committee calls on the Chief Executive to liaise with the contractor working in Lucan Village regarding the replacement of the Christmas tree removed in July, and to ensure that the replacement tree is of a suitable size and specification to serve as the village Christmas tree for the annual Lucan Lights Festival.

That the Chief Executive arrange for the use of the vacant retail unit in Tor An Ri (previously used by the Women's Collective) as a council maintenance office where tenants can come in to report maintenance issues directly.

That this Area Committee requests the Chief Executive to examine the feasibility of designing and installing a permanent commemorative plaque, statue or other appropriate public artwork in Lucan Village in honour of Patrick Sarsfield recognising his significant historical connection to Lucan and the Battle of the Boyne and to explore opportunities to incorporate this as part of Lucan's tourism and heritage offering, complementing the village's designation as a tourism destination.

This committee requests that SDCC install double headed lamps on the existing street lights in the vicinity of the Palmerstown Footbridge over the R148, in particular on the southern side where the ramp is extra dark due to the large trees growing in the middle of the spiral walkway.

This committee calls on the Chief Executive to repair a footpath at Elmbrook. Residents report that pedestrians are tripping on raised sections of the footpath, additionally there are a number of older residents living on this road, and the damaged footpath presents a significant trip hazard. Details provided in representation 1927911.

That the Chief Executive write to the NTA to revisit the proposal for a pilot dedicated school bus service for Lucan having regard to continued population growth, pressure on the bus network and the concentration and expansion of schools in the area. This Council further requests that a meeting be sought with the NTA involving management and/or local Councillors to discuss the feasibility of such a pilot.

To ask the Manager for an urgent update on the situation at the HSE Adamstown Primary Health Centre, whereby the GP services that were anticipated by the HSE and SDCC Councillors to be in place by summer 2026 have not materialised, with serious impacts on residents in Adamstown and Lucan, due to many nearby GP Services being closed to new patients.

That the Chief Executive confirm whether any geological or geotechnical studies have been carried out on the lands around Griffeen Community College and whether the findings could assist in understanding the nearby historic embankments at Castle Road and Moy Glas.

That this Area Committee requests the Manager to report on developers' obligations, and the Council's enforcement powers in relation to dust, mud and debris arising from construction sites, including requirements for dust suppression, wheel-wash facilities, road and footpath cleaning, and the protection of neighbouring residential amenities, including in adjacent estates, where relevant. The report should also outline the actions available to the Council and public, where residents raise concerns regarding non-compliance, and whether current enforcement measures are considered adequate. Supporting Information: Residents living adjacent to construction sites such as Adamstown Park, Lucan, have raised concerns with SDCC regarding dust, silt and debris impacting homes, public roads and footpaths. A report on developers' responsibilities, and the Council's monitoring and enforcement procedures, would assist in a public understanding how such issues are assessed and addressed.

That the Chief Executive examine the restoration of the former caretaker's house within Esker Cemetery, Lucan including identifying and applying for appropriate external funding and explore suitable future uses for the building which would respect its heritage and cemetery setting and bring this Council-owned asset back into beneficial use.
