MOTION NO.2

MOTION: Councillor L. O'Toole

That the Chief Executive noting Lucan Village's designation as a Fáilte Ireland Destination Town and the previous Lucan Tourism Product & Proposition Plan prepare and present an updated implementation and activation plan for Destination Lucan setting out the Council's current vision for Lucan as a tourism destination progress on the actions previously identified, how Lucan will be marketed and promoted and the proposed actions, timelines, funding and partnerships required to develop and promote the village as a recognised visitor destination.

REPORT:

The Lucan Tourism Product & Proposition Plan was prepared in 2021 in the context of Lucan's designation under Fáilte Ireland's Destination Towns Initiative and set out a long-term vision and series of recommendations to support the development of Lucan as a visitor destination. Much of the Plan's focus was on enabling projects and infrastructure that were required before the destination proposition could be fully realised.

Since then, the context has changed significantly. The Council has advanced a number of major investment projects in Lucan, including Lucan Village Public Realm Scheme, Lucan Swimming Pool, Grand Canal to Lucan Urban Greenway (phase 1a complete), Griffeen Valley Park upgrades and the acquisition of Lucan House and Demesne with grounds now open to the public and events taking place there. These projects have delivered on a number of the Plan's underlying objectives relating to heritage, public access, place-making, outdoor recreation and parks, active travel and visitor experience.

Tourism development is also now guided by the South Dublin County Tourism Strategy 2024-2029, which incorporates many of the themes identified in the Lucan Tourism Product & Proposition Plan, including heritage, outdoor recreation, rivers, parks and destination animation.

In addition, the Council has developed and delivered the Love Lucan campaign to promote Lucan's visitor, retail and hospitality offering. The campaign has established a positive identity for Lucan and has reached a point where its future development would benefit from continued leadership and ownership within the local business community, with the Council to support opportunities to further develop and apply the brand.

It should also be noted that the Fáilte Ireland Destination Towns programme concluded in 2024. While the designation acted as an important catalyst for investment and promotion, the Council's current approach is to progress Lucan's tourism potential through ongoing capital investment, destination marketing initiatives and the implementation of the County Tourism Strategy, which provides the strategic direction for tourism development in Lucan and across the County, rather than through a standalone Destination Lucan implementation programme.

Accordingly, it is considered that the objectives of the original Plan continue to be advanced through the Council's wider tourism, heritage, public realm and economic development programmes.
