MOTION NO.12

MOTION: Councillor M. Johansson

That the Chief Executive arrange for the use of the vacant retail unit in Tor An Ri (previously used by the Women's Collective) as a council maintenance office where tenants can come in to report maintenance issues directly.

REPORT:

This vacant unit is currently designated for use by the Community Department. Any community group interested in accessing or using the unit should engage directly with staff in the Community Department, who can provide further information on its availability and appropriate use.

The Council provides a range of accessible ways for tenants to report maintenance issues, including through the Housing Online portal, a dedicated telephone service for tenants with additional support needs, and staff assistance for tenants who require help using the portal.

Tenants can report their maintenance issues directly through the Housing Online (HOL) portal which provides housing customers with a secure, mobile-friendly self-service platform that is available 24 hours a day, 7 days a week. The portal enables tenants to access a range of housing services, including the submission of maintenance requests directly into the repairs management system, facilitating a more efficient, timely and responsive service. 5,003 households are registered with our Housing Online Portal.

Given the widespread availability of digital technology and the high level of digital engagement across the population, tenants are encouraged to submit non-emergency maintenance requests through Housing Online. This approach supports faster processing, improved customer tracking and more effective management of repair requests.

To assist customers in using the service, a range of step-by-step guidance videos are available on the Council’s website at Housing Maintenance and Repairs. In addition, internet access is available through the public library network and other community facilities. Tenants who require assistance with registration or using the portal can contact the Housing Online team at hol@sdublincoco.ie. Staff are also available to provide demonstrations to tenants who are having difficulties accessing or using the portal.

The Council recognises that some tenants may face barriers in accessing digital services. Accordingly, a dedicated telephone service remains available during office hours for emergency repairs and for older tenants, JAM Card holders and tenants with additional support needs who may require assistance in logging maintenance requests. As of 31 August 2026, the team had responded to 14,445 telephone calls.

In addition, the Estate Management team operate two estate management clinics in the Clondalkin area to support tenants with tenancy-related issues. Details of the clinics are as follows:

SDCC Clondalkin Offices, Ninth Lock Road – every 2nd Thursday 11am – 12noon

Balgaddy Community Centre, Balgaddy – every 2nd Wednesday 10am – 11am
