QUESTION NO.1

QUESTION: Councillor L. O'Toole

Can the Chief Executive provide an update on the current programme for Lucan House, including surveys or studies completed, planned works, funding opportunities and the anticipated timeline for determining its future tourism, heritage and community use?

REPLY:

Following the successful completion of a procurement process, Stephen Foley Architects have been appointed as lead consultants for the project and are currently advancing the detailed design of the Lucan House Masterplan. This work will inform the future tourism, heritage and community use of the site and is progressing across all elements of the overall masterplan. As part of this process, the documentation required for the Part 8 planning process is currently being prepared, with the public display stage anticipated to commence in Q4 2026. This will provide an important opportunity for public engagement and feedback on the emerging proposals. In parallel with the design process, a programme of priority conservation works is being advanced to protect and preserve the historic fabric of the estate. Essential repair works to the northern section of the roof have been successfully completed, while investigations into the remaining roof areas are ongoing. In addition, procurement has been finalised for conservation works to two sections of the historic boundary wall, with these restoration works due to commence shortly.

Subject to the necessary approvals and statutory processes, the first phase of works is anticipated to commence on site in Q2/3 2027. This phase will focus on enabling works and improvements to the outdoor elements identified within the Masterplan, helping to enhance access and the visitor experience while laying the groundwork for subsequent phases of development. The project has also delivered an important milestone through the successful opening of the grounds to the public at weekends from May 2026. The initiative has been well received, providing limited public access to the estate and allowing visitors to engage with this important heritage asset. Opportunities to expand access will continue to be considered as the project progresses.

In terms of funding, the Council continues to actively explore a range of potential funding opportunities to support the delivery of the Masterplan, including engagement with agencies such as Fáilte Ireland and other relevant funding bodies. Funding requirements and opportunities will continue to be assessed as the project advances through the design, planning and implementation stages.
