MOTION: Councillor A. Hayes
To request SDCC to utilise its mobile Anti Litter CCTV in laneways in Palmerstown worst affected by illegal dumping. These include lanes adjacent to Glenaulin Park and Palmerstown Avenue.
REPORT:
The Litter Management Plan 2026 to 2029, provides the strategic framework for tackling litter, fly-tipping and illegal dumping. The plan is action-based and structured around four key pillars:
- Litter Prevention and Control
- Community Engagement, Education and Environmental Awareness
- Public Realm Operations
- Litter and Waste Enforcement
Within this framework, a multi-strand approach is taken to persistent illegal dumping, combining enforcement, deterrence, prevention, education and community engagement.
All incidents of illegal dumping reported or detected in any area are investigated by the Council's Litter Warden Service and all dumped material is searched for evidence. Where evidence is found, the appropriate enforcement action is taken under the Litter Pollution Act 1997, as amended.
There have been four recorded reports of illegal dumping on the Environmental Complaints System for the location in question in 2026 to date. Each report received helps to inform future enforcement and monitoring measures, including consideration of CCTV where appropriate.
In adherence to the LGMA’s codes of practice for the use of CCTV for the prevention, detection and prosecution of litter and waste offences, the use of CCTV should be considered as a last resort, other measures should be deployed in the first instance. Due to the significant volume of recorded complaints for this location, anti-dumping signage will be erected within the laneways in question. The Litter Warden has increased patrols of this area and will monitor any increased activity at this location, alongside colleagues in Public Realm.
