That the Manager report on the progress of the review of the County Play Policy and advise as to whether a playground for Palmerston is being considered as part of the review.

To ask the Manager to write to the Traffic Corps of the Gardaí asking for a report on the enforcement of the 3 tonne limit on Kennelsfort Road, how many HGVs were stopped on this route, how many were deemed to be travelling it illegally and what consequences were imposed on those found to be in breach of this limit?
To ask the Manager if he has taken account of the safety concerns of residents whose houses front onto Willsbrook Road and whose driveways traverse the intended location of a new cycle path at this location? To further ask if the Manager will be engaging in consultation with these residents regarding their safety concerns and the possible disruption that will take place as a result of works associated with the cycle path?
To ask the Manager to examine the need for works to improve the footpath on the south side of Lucan Road between the entrances to Esker Lane and Ballydowd Grove including measures to prevent parking on the footpath at this location?
To ask the Manager for clarification of a number of aspects of the Parking Bye Laws, as they apply to Lucan Village and the immediately adjacent area:
1. Is the current fee for a yearly resident's permit €20?
2. Are residents of Main Street and Chapel Hill (i.e. that part of Chapel Hill from the entrance of Sarsfield Park up to cluster of shops opposite the Boys NS) eligible to obtain residents permits, and if so where can they park their registered cars?
3. What is the current fee payable by a resident for the first visitor's permit? (It is listed as €30 on SDCC Website, but should this be €20)?
4. Is the current fee payable by a resident for a second visitor's permit €50?
5. If the fee in 4. is €50 when was this fee set, and was it approved by Councillors at a Council meeting?
6. What was the fee for a second visitor's permit when the Lucan Village Pay Parking Scheme was firs introduced?

That the Manager will address concerns of motorists entering and exiting the Palmerstown Shopping Centre during busy traffic times at the entrance/exit on Kennelsfort Green by putting a yellow box in situ and further that he will address the busy junction of Kennelsfort Road with Kennelsfort Green with regard to motorists gaining access to and from this area.
That the Manager would report on consultations with local businesses and interested parties on the proposed Taxi Rank arrangements for Lucan and that he would put a specific proposal to the meeting for adoption.
That Management, as a matter of urgency, bring forward proposals for a public Taxi Rank (or ranks) for the Palmerston Area in the vicinity of Palmerstown Shopping Centre/Kennelsfort Road/Wheatfield Road and for the Village.
That this Committee calls for the sloped junction at the entrance/exit of Fforster Lawns to be addressed to avoid future possible accidents and to ensure ease of access during winter conditions?
That the 3 Tonne Scheme on Kennelsfort Road be adjusted to the area between the N4 and the entrance to Woodfarm Acres and that a further 3 Tonne limit be installed on Wheatfield Road. Taken together these adjustments should ensure that all through traffic for vehicles in excess of 3 Tonnes is excluded while allowing a service route to both the Palmerstown Shopping Centre and Manor Road.
That the Manager will address the safety concerns at the pedestrian entrance gate to St. Lorcan’s BNS on Turret Road in Palmerston. These concerns arise from the availability of a dished pathway outside the pedestrian entrance/exit (an unintended result of recently carried out works at the school). Further that the Manager will agree to placing a barrier/railing to block children exiting onto the road at this location?

To ask the Manager about the up-to-date situation regarding the deal between Castlethorn Construction and the Department of Education to locate a temporary school building for Esker Education in Adamstown and also to state the relationship between this arrangement and the delivery of a Sports Hall for the community and for Adamstown Community College?
To ask the Manager if he is aware of the works been undergone on Mill Lane on listed buildings (ruins) on the left hand side of the road as you approach the Sun Chemical property and to ask the Manager will he comment on whether there are enforcement implications regarding this matter?
To ask the Manager to provide a detailed update on the taking-in-charge of Hansted Estate, including any outstanding matters relating to the completion of boundary walls?
To ask the Manager if he would arrange to meet with the Receiver appointed to Finnstown House Hotel to seek to reverse the decision to close the pedestrian access between Adamstown and the Hotel which I understand was closed due to uncertainty relating to concerns over the possible creation of a right-of-way?
To ask the Manager, further to my Emergency Motion passed at the May meeting, to update on efforts to resolve the long-outstanding taking-in-charge of Griffeen Glen Boulevard and Courtyard?
To ask the Manager for a report on the two houses (address supplied) that have had their roofs removed and if they are protected under the heritage of the area and what discussions the Council have had in relation to them and what steps have been taken to preserve/restore them given that they are possibly several hundred years old?
To ask the Manager if there has been any discussions between Esker Educate Together NS/The Department of Education and Skills, the Adamstown Developer and the Council on a temporary site for non-permanent buildings in the Adamstown SDZ area for Esker Educate Together NS, and if agreement is reached in regard to making a site available for a limited period, what Planning Permission procedures will apply and if he will make a statement on the matter?

That this Committee congratulates the Heritage Officer, Dr Rosaleen Dwyer, and the staff involved in the design, production and publication of the South Dublin County Heritage Plan, welcomes the acceptance of a number of well qualified persons with placements in SDCC under the FáS Placement Programme, and requests the Manager to advise the Committee on Actions in the Heritage Plan, which apply to the Lucan and Palmerston Electoral Areas, and are proposed for implementation in the period up to the end of 2012.
That this Committee requests the Manager to present a detailed report, for discussion, on the reasons why planning enforcement proceedings have recently been taken against residents of Oakcourt Drive and Oakcourt Grove, Palmerston who have sought to extend their rear garden boundary walls?
That the Manager would liaise with the four schools located on Station Road in Adamstown and with Castlethorn Construction with regard to considering measures that would in effect direct all of the school-time traffic in one-way to access the schools and in one direction to depart the area. This effect could be achieved by advantageously sequencing traffic lights at junctions and/or barring motorists from making turns at given junctions at school times provided it doesn’t disadvantage surrounding residents.
That this Committee requests the Manager to direct the relevant developer to put in place an appropriate boundary treatment along the Dodsboro Road/Tandy’s Lane edge of the Paddocks building site as initially requested by Dodsboro Residents Association and further requested by me at meetings of both this Committee and the Adamstown SDZ steering group, given that the unfinished building site between the finished parts of the Paddocks development and Dodsboro Road/Tandy’s Lane has become a terrible eye-sore for the residents of Dodsboro Cottages?

To ask the Manager to include new-tree planting along the Hayden's Lane/Finnstown boundary as part of the next tree-planting programme?
To ask the Manager can an inspection of roadside trees in the Palmerston area be carried out and any branches that are a health and safety hazard are removed as a matter of urgency?

To compliment the Heritage Officer, the Park's Department Staff and all those involved in the recent BioBlitz in Waterstown Park and to ask the Manager if he will provide a report, in non specialist terms, of the numbers of species observed under various headings such as birds, fresh water animals and fish, animals, insects, flowers and plants etc., and to ask if the Council might co-operate with Fingal County Council and Kildare County Council in having a biodiversity audit done on Lucan Demesne/St. Catherine's Park?

That the Manager would present a report for discussion on recent meetings regarding anti-social behaviour in and around parts of Griffeen Valley Park, attended by Park's Department officials and representatives of An Garda Síochána, and any actions or measures taken or to be taken by the Park's Department to address the issues raised by residents.
As a follow up to my previous motions and questions on the matter, with reference to the:- Planning permission granted on 31st October 1989 by An Bord Pleanála under Register Reference 88A/666 and PL/6/5/78396 for the construction of 91 houses at Riversdale, Lucan Road, Palmerston, Co. Dublin, which included at Condition No. 9 of the Grant of Planning Permission stated inter alia:
The walls at the rear of the proposed houses numbers 2 to 24 and along the western boundary of the site shall be retained at their existing heights and shall, prior to the construction of any of the houses hereby permitted, be repaired, made good and improved, where necessary, with walling that matches the said walls..
The above condition relates to several boundary walls of various dwellings constructed on the lands.
In 1999 the Council issued High Court proceedings under Section 27 of the Local Government (Planning & Development) Act 1976 against Caslan Developments in respect of the outstanding works to be carried out in order to bring the estate up to taking in charge standards. The proceedings included the non-compliance with Condition No 9.
An adjournment of the case was sought by the developer and this was agreed to by the Council in order to allow negotiations to be carried out. After several further adjournments, the case was adjourned generally with liberty to re-enter in February 2000.
Given the above history and the fact that the residents concerned had every reason to believe that the Council were looking after their interests especially in the taking of legal action and that additionally the wall forms part of the boundary of the Watertown Public Park which is in the control of this Council, this Area Committee now calls on the Manager responsible to have a safety inspection of the wall carried out without delay and a report brought to (the June meeting) to include proposals for it to “be prepared, made good and improved, where necessary, with walling that matches the said walls”
That this Committee requests the Manager to expedite the long-awaited taking-in-charge of the large grassed area along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden’s Park Estates.
That the Manager provides an update on proposals for the installation of automatic timing gates at various entrances to Glenaulin Park in Palmerston to help tackle ongoing anti-social behaviour issues in the Park.
While commending Management and staff for their recent efforts, and as a follow up to the offer made by Management in the Report to my Motion Ref ID 24108 at the September meeting, the subsequent report on CCTV at the Jan 2011 LCA, and my motion 27079 in March of this year and following the recent public meeting in Palmerston on the 12th May, this committee now calls on Management to bring forward plans for CCTV and Movement Sensitive lights for Glenaulin Park and when the other significant measures suggested by members of the public to rid the area of anti-social activity are to be introduced.
That this Committee requests the Manager to arrange a meeting as soon as possible with both Moy Glas Residents Association and the re-formed Castle Riada Residents Association so as to seek to agree more substantive proposals for the old road embankment for which funding was allocated under the Public Realm Transformation initiative.

To ask the Manager to advise if this Council owns the area of land between the boundary walls to both the Foxborough Road green area and Thomas Omer Way/Grange Castle Road; and if so to request that the Council would ensure improved maintenance and general security of this area which is subject to very serious graffiti (on the boundary walls), trespassing, bonfires, drinking parties and illegal dumping?
To ask the Manager for a progress report on the disposal to the Department of Education and Skills of the Council's lands at Esker Lane, Lucan, on which the Green Recycling Centre was located, and where the Park's Depot is currently located?

That this Committee requests the Manager to present a detailed updated report for discussion on the status of the land-swap agreement approved by the then Councillors in November 2006 in which this Council disposed of 41.5 acres of land at Balgaddy/Kishogue to Shelbourne Developments, noting that subject to clause 13 of the agreement if “the construction works on Plot A1 and Plot B have not commenced within three months of the date of final grant of planning permission for the development… then either party may by written notification rescind the agreement in relation to plots A1 & B” and further noting that no construction has commenced within three of the grant of permission by an Bord Pleanála on 24th February 2011.

That this Committee rejects the recent decisions to reduce the number of Special Needs Assistants in Primary and Second Level Schools, is seriously concerned about the consequences for Special Needs students in Lucan schools, in relation to, e.g., access to practical subjects, and asks the Manager to write to the Minister for Education and Skills requesting that the Special Needs Assistant Programme be reviewed and savings be sought from the budgets of other Departments.

That the Manager would arrange for an examination of graffiti, illegal dumping and other manifestations of anti-social behaviour in Foxborough Estate generally, and particularly in the area between the Foxborough Road Green Space and the Grangecastle Road (formerly the ORR), would bring a report to the Committee of actions/measures being taken or to be taken to counteract the problems and would advise if the Council is working with the Foxborough Maintenance Team.
That this Committee calls for a report on the number of Lucan and Palmerston residents who had been awaiting collection/delivery of bins following cancellation/commencement of service with SDCC since last Autumn. Further that the report would include the number of cases addressed to completion by the Council or Greyhound and would identify discrepancies resulting in remaining outstanding cases.
