Questions
To ask the Manager if Owners Management Companies in private residential estates can offer common areas for taking in charge that have already been transferred to the Owners Management Company when the developer has met the responsibility for completion and compliance as per their planning permission and if he would make a statement on the matter?
To ask the Manager to produce a report on what plans have been made to deal with severe weather this coming winter with particular regard to
1. Keeping Roads safe. Use of snow ploughs. Salt and grit supplies and arrangements for their use.
2. Addressing the problem of frozen water mains
3. The issue of footpaths and whose responsibility it is to keep them clear of snow and ice
4. The drawing up of an integrated emergency response to ensure that residents, particularly the elderly, are looked after during times of severe weather
What lessons have been learned form the severe weather last winter?
To ask the Manager to produce a report on the consultation process relating to the draft litter plan and address the following questions
1. How well attended were the information sessions in the various supermarkets
2. How many submissions were received in relation to the plan
3. Does the Manager think that the consultation process as engaged in with regard to this plan was effective and that it engaged the public?
To ask the Manager to outline proposals for promoting water preservation throughout the county this summer?
To ask the Manager if measures are in place to ensure litter collections are carried out on green spaces before they are cut?
To ask the Manager to give details when the next 5 Year Play programme will be developed and what progress is being made in this area?
To ask the Manager how many parking zones throughout the county charge for parking on Sundays and to list these zones?
To ask the Manager to outline the summer grass cutting schedule for public spaces across the county?
To ask the Manager to report on the roll-out of the Fire Blanket Scheme in our housing stock and leased properties?
To ask the Manager what course of action is open to residents who are subject to excessive noise from dog barking in their neighbourhoods?
To ask the Manager to state any progress in the plans to review the scheme of letting priorities in order that it would give more choice to applicants in terms of location, including particular Council estates (for e.g. if the estate concerned was close the school their children attend or it is an estate their parents live in etc.) and to give numbers of applicants who have successfully availed of this choice?
To ask the manager to report on the Social Credit Scheme and how it relates to schools in the County?
To ask the Manager the status of any possible funding for future traffic calming measures in the County?
To ask the Manager how many of the applications made through the Social Credit System were granted and what were the rewards?

To ask the Manager to provide further details, if available, on how local authorites such as ours may apply for funding from the additional €15m fund announced as part of the Jobs Initiative for sustainable travel projects and to advise on what basis potential projects may be selected for application by this council?
To ask the Manager to provide a detailed update on this council's applications under the ‘Structures at Risk’ fund?
To ask the Manager to provide a detailed update on the Liffey CFRAMS?
To ask the Manager to clarify the status of the Naas Rd Area Framework, to make a statement on the costs involved in the project, and to state its utility with regard to future planning for the area?
To ask the Manager to clarify the costs involved, from either Council or state funds, in installing "L-number" signage on local roads in South Dublin County Council, year-on-year, since installation began; to clarify projected future costs involved in this project; to clarify the nature of the roads involved; and to make a statement on the matter?
To ask the Manager to report on the status of all sites included on the Derelict Sites Register within South Dublin over the past 18 months, including details as to the ownership, the date entered, the role of the Council in each case, details of any levies paid, details of any impending or previously-taken court cases (legal issues on information provision notwithstanding), and the Council's understanding as to future proposals for each site?
To ask the Manager to provide a final report on the Higher Education Grants Scheme for the academic year 2010-2011 following on from my question to the February Council meeting and on the proposed changes to the administration and staffing of the system in the 2011-2012 and the 2012-2013 academic years in light of the Student Support Act and move to centralised processing?
To ask the Manager:
(a) What percentage of requests from householders who advised the Council in the period from 1st January 2011 to 4th April 2011 that they wish to discontinue as customers of SDCC Bin Service and requested that their Black, Brown and Green Bins be collected from their homes by the Council have had their bins removed;
(b) What percentage of householders who advised the Council or Greyhound from 4th April until now that they did not wish to continue as customers of SDCC/Greyhound Waste Management and requested that their bins collected have had their bins remover either by the Council or Greyhound;
(c) Could he give an estimate of the number of households in the County who have SDCC Black/Brown/Green Bins, and were using the Council's Bin services, who are now not Greyhound customers but did not request either the Council or Greyhound to collect their bins, and what should these householders now do if they want their SDCC/Greyhound bins removed?
To ask the Manager if he will provide a report on the number of existing Local Area Plans in the Country, such as the Newcastle Area Plan, which are due for review during the period of the current County Development Plan, including information on when such reviews are likely to begin, and if he will also provide information on the number of proposed new Local Area Plans, and their locations, which are referred to in the County Development Plan?
To ask the Manager if he will provide a report on the number, if any, of Planning Applications for works associated with drilling, exploration and other works to explore for and/or exploit geothermal energy sources in the County, and where Planning Permissions have been granted in how many cases have Commencement Notices been sought /granted?
To ask the Manager if he will make a report on measures taken by the Council to implement the commitments/supports set out in the current Country Development Plan for the exploitation of renewable energy resources in the County, including geothermal energy expolitation?

Mayor's Business
That South Dublin County Council fully supports the Justice for Magdalenes campaign calling for an apology from the State and the religious orders who ran the Magadalene laundries, a lump sum compensation scheme for women survivors, a statutory pension reflecting their years of work in the laundry institutions, and complete access to their records. Furthermore, this council agrees that an extension of the current redress scheme would not be an appropriate approach as it would involve a stressful adversarial process incompatible with the age and vulnerable position in life of Magdalene survivors.
That this Council recognises the serious issue of pedestrian safety along the Newcastle Road in Lucan but insists that the proposed implementation of a local HGV ban coincides with a lifting of the existing HGV ban on the Outer Ring Road.
This Council calls on the Planning Department to report to the members on the coming into force of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas in Owner’s Management Companies and that this will require clarity on the part of local authority as what common areas are to be taken in charge by the Council
That this Council, reaffirming our commitment to protect and enhance the outstanding character and amenity of the Liffey Valley and ensuring that no new initiative ever weakens or threatens this absolute protection; expresses its support to both the Taoiseach and the Minister of State for the OPW for the establishment of a single-coordinating Liffey Valley Partnership, similar to the successful Dublin Mountain Partnership to bring together the OPW, the four local authorities and the Liffey Valley Park Alliance to further the protection of the Liffey Valley as a priority, and to progress achievable, economic and environmentally-sustainable measures to develop the Liffey Valley’s recreational and tourism amenity including some of those proposed in the ‘Towards the Liffey Valley Park’ report, without compromising the Valley's built or natural heritage; and further recommends that this council as a local authority with both experience of the Dublin Mountain Partnership and an interest in the Liffey Valley should offer to play an active role in the establishment of such a partnership.
That this Council will meet with Palmerstown Camera Club with a view to collaborating with them on a photographic project on the SDCC/Ethiopian Partnership.
That the Manager would produce a report on the efforts made by the council to address the problem of dangerous and illegal parking outside and near schools at school opening and closing times and would address the following issues.
a. The extent to which the council tries to ensure that there is a safe pedestrian route for children to walk to school.
b. Risk to pedestrians especially children caused by dangerous parking.
c. Annoyance caused to residents whose driveways etc are routinely blocked by school related parking.
d. The extent to which a concerted effort is made to enforce the law with regard to dangerous or illegal parking at schools.
That this Council now seeks to amend the Bye Law concerning the rounding up of horses in this county.The criteria is income discriminatory when its comes to the paying of the fine in the five day payment period.
That the Manager report on services the Council will be providing to young people and children across South Dublin during the summer months.
That this Council calls upon the Manager to make a report, upon consultation with the Chief Fire Officer of Dublin Fire Brigade, to confirm if all school location and addresses within the County are identified on GPS and to also confirm that all such schools are properly signposted and clearly identified, in order that fire and ambulance services can locate them speedily in case of emergency.
That this Council supports the implementation of a National Household Bin Waiver System, along the lines of the waiver system implemented by SDCC in recent years, and requests the Manager to write to the Minister for Environment, Heritage and Local Government, requesting the Government to put in place a National Household Waste Collection Waiver System, as provided for in the Programme for Government as soon as possible, and at the latest by 1st January 2012.
That this Council, liaising with An Taisce and other relevant bodies, will promote a "walk-or-cycle-to-school" / "walk-or-cycle-to-college" initiative for one week in the coming academic year, 2011-2012, seeking the involvement of all educational institutions in the County; That the Council will examine such a week-long initiative in terms of traffic reduction and environmental benefits by availing of surveys of each participating institution with a view to more long term promotion of walking and cycling as commuting options in the County; And that the Council would promote and administer the initiative at low cost online through the Council website and social media.
This Council welcomes the implementation of the Multi Unit Development Act 2011 and the requirement on developers to vest common areas with Owner’s Management Companies by September 30th 2011 and furthermore states that the Planning Department shall not recommend to Developers the vesting of common areas to Owners Management Companies that are appropriate to be taken in charge by the local authority.
That the Manager report on antisocial behaviour in our parks and public spaces, the number of complaints received, fines issued and interactions with the Gardai arising from complaints.
That this council condemns any action taken from the review of wage settings including employment register orders, JLC,REA that will reduce the pay and conditions of low paid workers in Ireland.
That this Council will produce a booklet (email and hardcopy) for Residents Associations and Community Groups in order to guide them in getting established and while navigating Council services and funding.
That this Council requests the Manager to write to the Minister for Communications, Energy and Natural Resources requesting information on the Government's position in regard to legislation to promote, facilitate and derive benefit from the exploitation of renewable energy resources including geothermal energy and wind derived energy.
