MOTION NO. 2
MOTION: Councillor T. Delaney
That this Council recognises the serious issue of pedestrian safety along the Newcastle Road in Lucan but insists that the proposed implementation of a local HGV ban coincides with a lifting of the existing HGV ban on the Outer Ring Road.
REPORT:
Arising from discussions at the October and November 2010 Meetings of the Lucan Area Committee, it was agreed to seek the views of the Gardai on the implementation of the school time HGV Restriction on Newcastle Road. On the 10th January, 2011 the Gardai responded as follows:-
"An Garda Siochana supports the introduction of school time heavy goods restriction on Newcastle Road. While an Garda Siochana has responsibility for enforcement, the support of all stakeholders will be necessary to ensure the restriction is fully complied with."
The Lucan Area Committee was notified of the Garda response at it's meeting on the 25th January, 2011. As a number of alternative diversionary routes, if this schooltime ban was implemented, could have an impact on the Clondalkin area the matter was brought to the February 2011 Meeting of the Clondalkin Area Committee for their attention.
Each Committee was informed that the Council proposed to seek the support of all stakeholders as advised by the Gardai and to include this issue as a headed item on the Agenda of both the Transportation SPC and the Economic Development SPC.
The matter was not reached on the agenda of recent joint meeting of these SPC's held on 29th March 2011. The matter was discussed at the Transport SPC on the 19th May 2011 and a further report on the possible lifting of the weight restriction on the outer ring road is awaited from the law agent. The matter has yet to be discussed at the next Economic Dev SPC.
