MOTION: Councillor G. Kenny

That this Council now seeks to amend the Bye Law concerning the rounding up of horses in this county.The criteria is income discriminatory when its comes to the paying of the fine in the five day payment period.

REPORT:

The adoption, review and amendment of the Control of Horses Bye Laws is a Reserved Function of the Council. Procedures for the Review of Bye Laws are set out in Section 13 of the Control of Horses Act and Section 200 of the Local Government Act 2001. If the members so wish a review of the current Bye Laws can be undertaken, amended Bye Laws drafted and the Review process initiated
