Questions
To ask the Manager for the potential timeline for installing solar compactor segregated bins for Lucan parks, Griffeen Park especially, as there is a high demand for this from the public.
Can the council please give an update on the pavilion programme for Collinstown park for changing facilities
To ask the Manager when they expect the 4th pitch in Glenaulin Park to be ready for use following installation of drainage and reseeding last summer.
To ask the manager for an update on the 2023 budget which put money aside for a temporary roof to be installed in Waterstown House.
To ask the Chief Executive for an update on the proposed coffee docking station at the teen space in Griffeen Valley Park, Newcastle Road, including the current status of the project any engagement with potential operators and an indicative timeline for delivery.
That this Committee recognises and commends the Council staff and/or contractors responsible for carrying out the leaf-blowing and path-clearing works in Lucan Village noting the excellent standard of work being done. Further to this, to ask the Chief Executive to clarify whether the leaf clearance programme applies solely to the Village Green area or if it also includes the approach roads leading into the village in particular Courtney's Hill, where gradients are steep and the build-up of leaves can pose a safety concern for pedestrians.

To ask the Manager to review the condition and capacity of Lucan's skatepark in Griffeen Valley Park in relation to the population density of the area currently and in terms of projected increases in the next 5 years, and explore options for upgrading or extending the facility to meet growing demand, ensure quality facilities for users, and report back to this committee on the findings and recommendations.
Environment
Questions
To call on the Manager to provide a detailed update on the works currently underway in Lucan Village, including the Green, the Promenade, and the Demesne, which have exceeded their original timelines, and are causing significant traffic congestion and disruption for residents and businesses. The Council should outline the revised completion dates for each element of the project, the reasons for delays, and the measures now being implemented to ensure strict adherence to these remaining timelines, and any measures being taken to prevent further overruns.
To ask the manager for an update on Lucan Village Project when is the estimated time of completion as of now and is the council expecting delays on completion date for original estimated date of completion.
To ask the Chief Executive if the Ninth Lock Road between the Nangor Road and the Fonthill Road has been considered for an active travel project in order to provide a safe cycle route from the North Clondalkin area to the village?

That this committee formally recognises, commends, and congratulates the Tidy Towns Committees of Adamstown, Clondalkin, and Lucan for their outstanding achievements in the 2025 SuperValu Tidy Towns competition. Adamstown achieved an excellent result of 245 points in its first year of participation. Clondalkin increased its score from 349 to 363—just two points short of a bronze medal. Lucan reached a major milestone with a score of 380, earning a Gold Medal and the highest mark in South Dublin. It is requested that letters of congratulations be sent to all three committees, conveying our appreciation and acknowledging their dedication, community leadership, and the positive impact of their work on the local environment.
That this committee congratulates on its win of a Gold Medal in this year's National Supervalue Tidy Towns Awards and to thank them for their trojan efforts as volunteers in the community while substantial works ongoing in Lucan Village and surrounds and that a letter from this Area Committee will be sent to the Lucan Tidy Towns Committee to express the sentiment of this motion
That this Committee requests that the Chief Executive engage with residents of Meadowview Grove to assess their interest in participating in the Quiet Streets Programme (allocated funding for a pilot in last years budget), with a view to addressing traffic volumes on their road. Traffic monitoring provided by a resident over a recent 14-day period recorded over 17,000 car movements, nearly 30% occurring at night, and over 1,200 heavy vehicles. Speed data shows that almost 2 in 5 cars are exceeding the 30kph limit. This data supports resident reports of high through traffic and suggest Meadowview Grove may be a suitable candidate for a pilot of the Quiet Streets Programme.
Water & Drainage
Questions
To ask the Manager if there are any plans in the next year or two to publish quarterly updates on river water quality in the LPNC areas, and what measures are (or will) being taken to accelerate the identification and correction of mis-connections contributing to pollution in local streams and rivers?

Housing
Questions
To ask the Chief Executive what contingencies are in place to address urgent window and door replacements in Lucan, given that stock condition surveys for social housing units in Lucan are not scheduled until Q3/Q4 2026. How will the council ensure that delays in surveying do not have a detrimental effect on critical replacements for our tenants?
To ask the Manager what the current average waiting time is for social housing allocation in Lucan, and how this compares to the County average?
To ask the Chief Executive if a report is available showing the number of housing transfer requests received from applicants within the Lucan area and if so, to provide a breakdown indicating how many of these requests are from single-person households.

This committee calls on the Chief Executive to deliver a comprehensive project status update at the December meeting on the Sarsfield Park Age Friendly development. The update should include, but not be limited to: Current stage of construction and works completed to date, Outstanding works and expected timelines for completion, Whether the project is on track against the agreed programme and budget, Details of any delays or risks identified and mitigation measures in place, and Updated projected completion date and handover plans
Community
Questions
To ask the Chief Executive to outline what supports and funding streams the council provides for older people's groups in our community, including grants, Age-Friendly initiatives, and any other programmes currently available or planned for 2026. For each grant, please indicate whether funding is currently open, the closing date if applicable, and if not open, when the next funding round is expected to commence.
To ask the Chief Executive if the council provides a leaflet or guide outlining supports and funding available for older people, including contact details for information and guidance, and opening and closing dates for applications. If such a resource does not currently exist, would it be possible to prepare and make one available?
To ask the Chief Executive, further to the motion I had previously passed regarding the provision of basketball facilities within the Adamstown Community Centre and Adamstown Community College if an update can now be provided on progress to date. While it is acknowledged that some progress has been made the project appears to have stalled and I am asking that every effort be made to help advance and finalise this long-awaited facility, given the level of community demand and the time elapsed since the initial motion was agreed.

That this Committee agrees that a working group/ task force is set up with the remit of making Balgaddy a safe place to live that includes the input of local residents, public representatives and other key stakeholders. Residents in Balgaddy are being subjected to a barrage of anti-social behaviour, intimidation and fear. Local representatives do not have a forum where they can feed this into as they are excluded from the Balgaddy working group.
Transportation
Questions
To ask the Chief Executive to report on any actions being taken to fix the potholes in the lane at the back of 28 Moorfield Avenue (see MembersRep No Ticket: 1892854 and 1885276)?

That this committee calls on the Chief Executive to confirm, in line with the response received earlier this year 188815 , that repairs to damage at Griffeen Bridge adjacent to Courtney's will take place in 2026 and be prioritised in Quarter 1.
That this Committee requests that South Dublin County Council develop a Traffic Alert System to keep residents informed of planned and active roadworks, traffic management and utility works across the Lucan area. Such a system would help improve coordination, reduce disruption and allow the public to plan their journeys more effectively.
This Committee calls on the council to complete an investigation and a solution for the water attenuation that is occurring at St Kevin's school following from my motion that passed in relation to the same problem in October 2024.
That the elected members agree to include issues with the new 80 (formerly 26) bus route at the upcoming meeting with the NTA, including delays caused by the added Rathmines part of the route and a lot of cancelled buses on the route.
That the orcas and bollards be reinstated on Kennelsfort Road Lower, outside Palmers Gate Apartments to prevent dangerous driver behaviour such as vehicles exiting apartments complex and turning right.
To call on the Manager to urgently address the recurring outages of traffic lights at the R136 and Castle Road junction (Penny Hill), given its status as a major traffic artery, and a recent collision at this location. The response from SDCC should outline immediate steps that will be taken to ensure reliability and safety at this junction going forward, including a review of maintenance protocols and suitable contingency measures, and swiftly implement any necessary changes.
That this Committee expresses concern regarding the removal of bus shelters from several locations across the Lucan area including prominent and high-usage stops and requests that the Chief Executive engage with the National Transport Authority (NTA) to seek an urgent update on when these shelters will be reinstated. While a previous response from the NTA outlined that certain shelters were removed due to planning or structural requirements it is not acceptable that many stops remain without shelters for such an extended period. The current situation impacts commuters daily and undermines efforts to promote the use of public transport. This Committee further requests that the NTA outline clear timelines for reinstatement and any measures being taken to expedite the process given that some shelters have now been missing for many months.
To call on the Manager to urgently review and enforce consistent quality standards for road & footpath reinstatement works carried out by utilities, developers, and contractors in the Lucan, Palmerstown, and North Clondalkin areas. Recent specific examples on Newcastle Road, Castle Road, Lucan Village and R113 show, in areas, variable sub-standard reinstatement on road surfaces, gullies and paths that in many cases pose serious safety risks to motorists, cyclists, motorcyclists and pedestrians. The Council should outline measures to ensure compliance with national specifications in every case on completion, introduce stricter, timely inspections, and consider appropriate penalties for poor reinstatement.

Motions
That this Committee requests the Chief Executive to provide an update on the previously agreed motion to examine the lands adjoining the Lucan Scouts site and the Edmundsbury area with a view to their potential acquisition and future use for community purposes. That the update include details of any progress made in confirming ownership through the Land Registry and outline what steps would be required should the Council wish to proceed with the acquisition. Given the level of existing community activity in the area, including the presence of the Scouts and interest from local groups such as Lucan Men's Shed, it is important that this opportunity continues to be actively explored to enhance community facilities in Lucan.
That the Chief Executive investigate the possibility of purchasing lands off the Coldcut Road from members of Dublin City Services Sports and Social Club.
To call on the Manager to prepare and implement a targeted Economic Recovery Plan for Lucan Village businesses, to address the long-term impact of recent roadworks and planning schemes on footfall and growth. This plan should include direct and specific practical measures to restore footfall, support business resilience, and promote Lucan as a vibrant commercial destination, in collaboration with the Local Enterprise Office and other suitable bodies.

Motions
That this Committee requests that South Dublin County Council write to An Post to express concern regarding the lack of public post boxes within the Adamstown SDZ area given that this is a new and growing town with approximately 5,100 occupied homes. The Committee further requests that An Post be asked to outline: • the criteria used to determine the placement of new post boxes, • the rationale for the current absence of post boxes in Adamstown and • whether there are plans to introduce any in the near future to meet the needs of this expanding community.
That this Committee writes to Uisce Éireann as it notes the increasing number of water outages and flooding incidents in the Lucan area and asks if Uisce Éireann are aware of these ongoing outages and can report on the number that have occurred over the past 6-12 months, including how many were due to accidental damage or pipe breakages?
This motion also seeks to highlight the ongoing issue with the Uisce Éireann text alert system whereby many residents report receiving notifications after the outage time has already commenced making the service ineffective in providing timely information.
I request that Uisce Éireann provide this area committee with a detailed report on:
1. The number and causes of recent water outages in the Lucan area
2. Any correlation between these outages and ongoing underground works and
3. The steps being taken to improve communication and reliability of service to residents.
