This committee requests that the Chief Executive agrees to support Lucan Tidy Towns in their endeavours to implement some projects around the Lucan/Village area. Two requests that they seek initial support for are: *Pollinating planting along the Lucan Road *Installation of a new litter bin/solar bin (*see detailed request below) *Large Scale Pollinator Friendly Planting: What plans have the Council in place for the autumn planting of pollinator friendly bulbs for flowering next Spring in the Lucan area? Will there be consultation with Lucan Tidy Towns to identify suitable areas? Lucan Tidy Towns are particularly interested in planting such bulbs along the Lucan Road outside the walls of St. Edmundsbury Estate. *Litter Bins for Lucan: What is the latest proposal for upgrading litter bins throughout Lucan? The majority of the bins around Lucan, especially the village, are unsightly. The recent placing of a second bin, albeit new, alongside an unsightly bins is unacceptable. What is the update on the installation of 'Belly Bins' in Lucan?
That the Chief Executive reports on the closing times of all car parks accessing playing pitches in this Area Committee zone at various times of the year; to outline the number of current keyholders for gates currently on the books; and, in light of ongoing complaints that access to parking at training times is not long enough and that parents of children training or playing games who are unable to walk or cycle end up parking out on verges or blocking roadways, to outline whether improvements are planned in the coming months and in particular for the summer period which can be manic at certain locations.
To ask the Chief Executive for a report on the Tree Programme year to date across this LAC and to indicate in the report how long some estates/roads have been on the list and when the Programme is expected to be up to date, and the procedure in place for dealing with individual trees that are brough to the attention of the Council either by an elected member or a citizen.

This committee asks if one is been considered for the Lucan area and to provide details of same and make comment on its proposals should one be decided on. If it's not on a programme this committee agrees to place one for the Lucan area.

To ask the manager the following; The old Farmers Site in St Mark's, Clondalkin has now been entered on the Derelict Site Register, with the Council indicating its intention now to proceed to acquire the site compulsorily. Can the manager clarify where responsibility now rests in the meantime, for securing and maintaining the site prior to any compulsory purchase order? If this falls to the council, can the site now be inspected, adequately cleaned up and secured as necessary.

A number of correspondences have been requested in relation to writing to Gardaí Siochana for a report on how many fines have been issued to HGV drivers that are breaking the HGV schooltime ban. There have been many questions raised by residents/parents of school going children as to why there is a huge volume of HGV's driving through the restricted area at the times its prohibited.
To ask the Chief Executive Officer for an update about Shackleton View and the fact that this part of the Shackleton Estate is occupied with residents but the public lighting is not connected and it is in darkness, with hazard for those walking in the area, and does the Council have any role at all in terms of the connection of lights via the Public Lighting Department or Planning Department and if so what is the up to date position?

As the full council were briefed on a bus pilot scheme to be Implemented along M4N4 at recent full council meeting, the committee requests Chief Executive to provide a detailed report/discussion on this plan and to include plans/drawings for these proposals.

To ask the manager to investigate the lane system leading from Glenaulin Green through to Wheatfield Road in Palmerstown, thereby initiating a discussion that examines the merits of calling for partially closing access of the lane, to the rear of No. 1 Glenaulin Green that branches to the right and leads out to the lower end of Wheatfield Rd (picture attached).

Lucan has had an increase in demand for GP's in the area. As new families move into the area the realisation of not been able to access a GP in the area has caused a lot of stress for many. It's reported that there is no GP's are in a position to take on new patients and many are left with having to travel to their existing GP practice which could be in another county. The new developments in Adamstown have put pressure on the demands for medical centres and this committee now asks that the Chief Executive writes to Minister for Health highlighting this issue and asks if he's aware of the lack of available GP's and /or medical services and what plans are in place to introduce new medical centres into the area.

To ask the Chief Executive to write to An Garda Siochana to request enforcement of the speed limit on the Old Lucan Road in Palmerstown where cars, busses and HGVs regularly breach the 30KPH speed limit causing a danger to other road users and pedestrians.

That this Council agrees to write to the HSE and the Minister for Health outlining the growing concerns of the vastly expanding population of Lucan West, namely the newer development areas of Adamstown, St Helen's, Shackleton, Hallwell, Gandon, Somerton and the Paddocks, all within an SDZ, yet still totally void of a single local GP service, dental practitioner or pharmacy. The recognition for delivery of primary healthcare facilities must now be addressed as a matter of urgency and fast-tracked to meet the health demands in line with this rapid growth.
