QUESTION NO. 16

QUESTION: Councillor V. Casserly

To ask the manager what the current status is on the Lucan Access Study

REPLY:

The Draft Lucan Access Study 2015, proposed a number of projects the enhance all forms of transport in the wider Lucan area and it contained the following proposals:

  1. Heavy rail Infrastructure
  2. Light Rail Infrastructure
  3. Bus Infrastructure
  4. Cycling Infrastructure
  5. Walking and
  6. Road network

Heavy Rail;

Dart + South West electrification of the Kildare line from Hazelhatch to Heuston with more frequent train services. This project is currently at Public Consultation 2 stage.

Light Rail;

The Lucan Luas is a proposal in the GDA Transport Strategy 2022-2042.

Bus Infrastructure;

The Bus Connects programme contains several proposals to improve the Bus Services serving the Lucan area including the Lucan to City Centre Core bus corridor and additional orbital routes linking Lucan and other town/village centres.

Cycling and Walking Infrastructure;

SDCC are aware of the need to provide an improved cycle network within the Lucan Area as well as the wider South Dublin area. To realise this a programme titled Cycle South Dublin (CySD) was adopted in April of this year. The programme shows the existing network, the network vision and the priority schemes. This is an ambitious programme of works that will take a decade to realise but the wheels are in motion, with 22 schemes at various stages of development. Some details of the CySD Cycle South Dublin: A Programme of Work, can be found on our website at the following links;

https://www.sdcc.ie/en/services/our-council/live-events/

https://www.sdcc.ie/en/news/south-dublin-county-council-sets-out-cycle-south-dublin-vision.html

We are also in the process of developing a dedicated Website to advise the public of the programme and provide information on the progress of the plan. Individual schemes on the CySD programme form part of the National Transport Authority (NTA) GDA Network are will be funded by the NTA.

The most significant CySD route in the Lucan Access Study Area in design and development at the moment is the Canal Loop project which has completed a route options phase and a number of stages of non-statutory consultation. It is envisaged that this scheme will progress to Part 8 stage in 2022 and construction in 2023.

Additonally there are permeability projects that will be commenced in 2022 at Esker and Balgaddy. Permeability opportuniites will also be investiagted as part of the Canal Loop scheme and connections provided to schools and other key locations.

Road Network;

Many of the road proposals have been implemented such as traffic light synchronisation on the R120 at Supervalue, Hilcrest and the N4 junctions.  Other proposals such as the Ballyowen Rd. Woodies Junction shall be implemented under the Bus Connects Programme.

There are also a number of schemes under consideration in Lucan Village. The Council is at the very early stages of considering a trial along Main Street between the Village Green and the River Liffey Bridge for a short period of time during 2022. The purpose of this trail would be to assess the potential to provide improved public spaces for the benefit of pedestrians and businesses along this section of the Main Street. This proposal is currently only at concept stage.
