MOTION: Councillor L. O'Toole

As the full council were briefed on a bus pilot scheme to be Implemented along M4N4 at recent full council meeting, the committee requests Chief Executive to provide a detailed report/discussion on this plan and to include plans/drawings for these proposals.

REPORT:

Item No 71789 at the September 2021 Council Meeting sought approval of the Council to enter into a Section 85 agreement with Kildare County Council in relation to a project referred to as the M4 Eastbound Bus Priority Measures Pilot project.  The Section 85 agreement was approved and Kildare County Council is the lead authority, facilitating efficient progress of the Pilot through the relevant project phases outlined above.

The M4 Eastbound Bus Priority Measures Pilot aims to deliver enhanced accessibility via a more transit friendly M4/N4 route. The “Core Regional Bus Corridors” includes the N4/M4 corridor and the terms of reference for the pilot targets the provision of dedicated bus priority measures in the eastbound direction that can be used by buses and coaches to avoid congested traffic lanes.

Engineering and environmental assessments will examine the viability of providing bus priority measures in the eastbound direction. In general, piloting eastbound bus priority measures would have the greater potential commuter benefits and ability to promote a modal shift in the first instance in comparison to a westbound only service.

Transport Infrastructure Ireland (TII) are the Approving Authority for the Pilot, which is being developed in conjunction with the National Transport Authority (NTA).

The full project briefing which accompanied the Section 85 proposal to the September 2021 Council Meeting is recirculated herewith, and it is understood that a specific NTA briefing took place for this AC today (Tuesday 23rd November 2021).
