QUESTION: Councillor Joanna Tuffy
To ask the Chief Executive Officer for an update about Shackleton View and the fact that this part of the Shackleton Estate is occupied with residents but the public lighting is not connected and it is in darkness, with hazard for those walking in the area, and does the Council have any role at all in terms of the connection of lights via the Public Lighting Department or Planning Department and if so what is the up to date position?
REPLY:
The Public Lighting Installation in Shackleton Estate has proceeded in line with the phased construction of the site. The public lighting has been installed as per the approved planning drawings, inspected and certified. All paperwork has been provided to the ESBN and the developer is awaiting connection. Shackleton View has been connected and is lighting. Shackleton Heath is still awaiting connection. Shackleton Point is still under construction, the Public Lighting installation is not yet complete and final inspection and certification is not yet possible.
In housing construction, completion of housing units is often prioritised. Many residents may move into a completed housing unit whilst much of the estate infrastructure is still under construction. A lighting pole erected in front of a housing unit may be supplied from an electrical supply cabinet on a section of street not yet completed
This is not a failing or delay of the developer or the council but a function of the phasing of construction as per the developers chosen priorities, usually to complete sales in order to fund subsequent phases of construction.
ESBN can only connect completed circuits. ESBN’s resources are also under huge pressure due to the surge in housing construction. We have no influence over ESBN’s scheduling of connection crews.
