To ask the Manager for a report into ongoing litter problems throughout Palmerston and to outline what resources the Council are providing to tackle litter in the area?
To ask the Manager for a report on how the social credit scheme is being promoted to clubs and organisations in Palmerston and Lucan?
To ask the manager if he is aware whether opportunistic illegal dumping has been an issue in the Lucan EA at the locations where residents groups have placed the rubbish from clean-ups while awaiting collection by the Litter Warden?
To ask the manager to detail the Resident/Environment Groups that availed of grants in Lucan and Palmerston through-out the recent Clean-Ups?
To ask the Manager for an update on water pressure in Culmore Road. I get complaints from residents that the water pressure is VERY low and is a source of concern to many?
To ask the Manager if he will make a report on the infrastructural works (water or sewage) being carried out by the Council in and around Lucan Village and if he can advise what measures are being implemented to reduce traffic disruption and when it is anticipated the works will be completed?
To ask the Manager what percentage of Black. Brown and Green Bins have been collected from former SDCC Bin Collection customers within the Lucan EA who requested their removal and if he can advise when it is anticipated that Greyhound Waste Management will have collected all outstanding bins, noting that councillors were advised some weeks ago that the removal of these bins should be completed by the later half of April?

That the Manager would present a progress report on measures being implemented by the Council to reduce litter and illegal dumping in the area around the Ballyowen Castle Shopping Centre, Ballyowen etc., which was an area inspected some months ago by Lucan councillors and Council officials.
That this Committee commends Kings Hospital School in Palmerston on receipt of their second Green Flag. This Committee recognises the good work carried out by An Taisce’s Green Flag Programme and will support the initiative.
That this committee request the Manager to present a preliminary report for discussion on the proposals contained in the Public Realm Transformation Initiative to establish a BIDS-type scheme in the Ballyowen Castle area; and in particular requests the manager to engage with the elected members on important matters to be considered such as:
- How local businesses can be involved in and contribute financially to a new scheme but without the strict and inflexible constraints of current BIDS legislation?
- If the remit of the proposed scheme could be extended to other areas of Lucan South?
- How residents associations and community groups can be involved?
That this Committee requests that immediate cleansing takes place on the cycle lanes on the outer ring road between the junctions of Omer Way and the Lucan Road. This Committee further requests that the area be monitored on an ongoing basis in order that the problem does not reoccur.
That the Manger would present a more detailed report than that presented in response to Motion 2 at the April ACM, and that the Report on measures to counter illegal dumping and litter would cover the area from the Ballyowen Lane/St Loman's Road junction through the Ballyowen Castle Shopping Centre and up to the roundabout at the Entrance to Rochford Downs Estate.
That this Committee calls for a report on the number of Lucan and Palmerston residents who had been awaiting collection/delivery of bins following cancellation/commencement of service with SDCC since last Autumn. Further that the report would include the number of cases addressed to completion by the Council or Greyhound and would identify discrepancies resulting in remaining outstanding cases.

To ask the manager if assistance is available to source a Lucan venue to hold the South Asian Cultural Festival (Meena Bazaar) in June this year as the organisers have had difficulty finding a venue that would allow them to prepare food for the festival?
To ask the Manager for a Report on the work of the Community Department, including Community Development staff, with community based and other groups in the Lucan Electoral Area, and if he will consider putting in place practices which ensure that councillors are fully informed, on an ongoing basis, on this work, including meetings, projects, grants, and that it is Council protocol and procedure, that information and reports of the type referred to in this question, are always circulated to councillors before, and certainly not later, than they are circulated to Oireachtas members?

To ask the Manager to outline when signage will be erected on Kennelsfort Road to mark the entrance to Palmerstown Court as agreed by Management at the Palmerstown Court Deputation?
To ask the manager to give details on the expected completion date of works on a much needed Cycle Lane on Wilsbrook Road as raised by me for safety reasons at last November’s meeting?
To ask the Manager to advise on the timeframe for planned footpath repairs for Sarsfield Park and to further advise on how these repairs will tie in with reinstatement works carried out as part of the waters mains rehabilitation works?
To ask the Manager yet again if we would finally agree to install a signalised pedestrian crossing on Griffeen Avenue at Oldbridge Estate on the basis that a crossing at this location could reliably be expected to increase the overall number of pedestrians crossing Griffeen Avenue and in particular to increase the numbers of children (and parents) from Oldbridge, Rossberry, Tullyhall and Hayden’s Park estates walking to Griffeen Valley Educate Together NS given that approximately 100 children from these four estates attend that school?
To ask the Manager for a full report incorporating the traffic review that included the Kennelsfort Road/N4 junction and the Kennelsfort Road/Ballyfermot Rd/ Coldcut and Coldcut/Cloverhill Rd junctions factoring in the result of the traffic survey I requested in relation to the traffic using the cell between Kennelsfort Rd/Wheatfield Rd junction and the Coldcut/N4 junction with recommendations for traffic controls and safety for pedestrians in the Palmerston Area affected by the above..
To compliment Management for the recent grass cutting on the N4 at Palmerston and hoping that it will be kept in this condition throughout the Summer and requesting that the grass verges on the Cloverhill Road be put on the works programme as a matter of urgency?
To ask the Manager for a report including a list of the areas/roads that have a 3 Tonne limit restriction in force in this County, what are the convictions registered for each in 2010, to report on the effectiveness of this type of traffic control, to describe the role played by CCTV (the roads concerned invariably have “monitored by CCTV” signs displayed and to include in the report the level of liaison between this Council and the Gardai in enforcing the 3 Tonne limit?
To ask the Manager for a report on traffic in Mill Lane, Palmerston and in particular if, given the current level of commercial traffic, the current parking restrictions and safety arrangements for pedestrians are adequate, and to make a statement on the situation?
To ask the Manager if he will install double yellow lines on the left hand side of the road at the entrance to Culmore Park, Palmerston, up to the entrance to the first house on the left, and continue the double yellow lines around the corner for a short distance on Culmore Road?

That the Manager would report on consultations with local businesses and interested parties on the proposed Taxi Rank arrangements for Lucan and that he would put a specific proposal to the meeting for adoption.
That this Committee requests the Manager to prepare plans and examine funding opportunities for an extension of the footpath along the west side of Dodsboro Road from its current endpoint before the grotto to the entrance of Dodsboro Cottages, to include a standing area in front of the grotto which could also involve a raised share-surface area over which access to Tandy’s Lane may still be allowed.

That this Committee, noting the recent Bord Pleanala decision to grant outline planning permission for a new primary school at St. Edmundsbury subject to conditions requiring access, drop-off and car parking matters to be further detailed at permission consequent stage; requests the Manager to engage with the elected members in a review of the traffic situation on Lucan Road with a view to agreeing improvements, such as providing easier egress from Chalet Gardens, which could be proposed to the Department of Education for implementation as part of the planned school development.

That this Committee requests the Manager to expedite the long-awaited taking-in-charge of the large grassed area along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden’s Park Estates.
As a follow up to my previous motions and questions on the matter, with reference to the:- Planning permission granted on 31st October 1989 by An Bord Pleanála under Register Reference 88A/666 and PL/6/5/78396 for the construction of 91 houses at Riversdale, Lucan Road, Palmerstown, Co. Dublin, which included at Condition No. 9 of the Grant of Planning Permission stated inter alia:
The walls at the rear of the proposed houses numbers 2 to 24 and along the western boundary of the site shall be retained at their existing heights and shall, prior to the construction of any of the houses hereby permitted, be repaired, made good and improved, where necessary, with walling that matches the said walls..
The above condition relates to several boundary walls of various dwellings constructed on the lands.
In 1999 the Council issued High Court proceedings under Section 27 of the Local Government (Planning & Development) Act 1976 against Caslan Developments in respect of the outstanding works to be carried out in order to bring the estate up to taking in charge standards. The proceedings included the non-compliance with Condition No 9.
An adjournment of the case was sought by the developer and this was agreed to by the Council in order to allow negotiations to be carried out. After several further adjournments, the case was adjourned generally with liberty to re-enter in February 2000.
Given the above history and the fact that the residents concerned had every reason to believe that the Council were looking after their interests especially in the taking of legal action and that additionally the wall forms part of the boundary of the Watertown Public Park which is in the control of this Council, this Area Committee now calls on the Manager responsible to have a safety inspection of the wall carried out without delay and a report brought to (the June meeting) to include proposals for it to “be prepared, made good and improved, where necessary, with walling that matches the said walls”
That the Manager agrees to requests from local residents for the gate at the Griffeen Glen entrance to Griffeen Valley Park be locked every evening and opened in the mornings on a month long trial basis in order to help stamp out anti-social behaviour in the park and outlines when this proposal can be enacted.
That this Committee will support a trial period for residents of Elm Green and Griffeen Glen Park to be key holders to a gated entrance into Griffeen Valley Park at this location. Following the trial period that the manager will report on the success or otherwise of this action.
While commending Management and staff for their recent efforts, and as a follow up to the offer made by Management in the Report to my Motion Ref ID 24108 at the September meeting, the subsequent report on CCTV at the Jan 2011 LCA, and my motion 27079 in March of this year and following the recent public meeting in Palmerston on the 12th May, this committee now calls on Management to bring forward plans for CCTV and Movement Sensitive lights for Glenaulin Park and when the other significant measures suggested by members of the public to rid the area of anti-social activity are to be introduced.
That the Manager provides an update on proposals for the installation of automatic timing gates at various entrances to Glenaulin Park in Palmerston to help tackle ongoing anti-social behaviour issues in the Park.

That this Committee welcomes the appointment of a Design Team for the Extension Project for Lucan Community College, recognises the importance and urgency of the project for the College, in terms of providing additional student accommodation and upgraded special rooms and other infrastructure, and requests the Manager to write to the Chief Executive Officer, County Dublin VEC, urging that every possible effort be made to have the project completed and fitted out in time for the start of the 2012-2013 School Year.
