MOTION NO. 11

MOTION: Councillor W. Lavelle

That this Committee, noting the recent Bord Pleanala decision to grant outline planning permission for a new primary school at St. Edmundsbury subject to conditions requiring access, drop-off and car parking matters to be further detailed at permission consequent stage; requests the Manager to engage with the elected members in a review of the traffic situation on Lucan Road with a view to agreeing improvements, such as providing easier egress from Chalet Gardens, which could be proposed to the Department of Education for implementation as part of the planned school development.

REPORT:

South Dublin County Council's Roads Planning and Traffic department's are aware of the traffic congestion problems that exist along Lucan Road. In assessing the outline planning application for the new school we were also mindful of the potential increase in traffic that may arise as a result of the proposed school. For this reason we conditioned the applicant to provide on site set down, parking and improved mobility. These details will be implemented at full planning permission stage.

To involve the access to Chalet Gardens and by implication Lucan Heights and Esker Lawns (as they are interconnected) in an application for a school on the opposite side of the main road and outside the site boundary line is not appropriate. There will be a minor increase in overall traffic volumes, but, unless there is a radical approach to traffic volumes within the catchment localised minor improvements will be of little assistance. 

SDCC have gathered some information on traffic in the area over the years. This information will be collated and reviewed and appropriate responses will be developed which can then be discussed with the elected members.
