That the Manager would present a progress report on measures being implemented by the Council to reduce litter and illegal dumping in the area around the Ballyowen Castle Shopping Centre, Ballyowen etc., which was an area inspected some months ago by Lucan councillors and Council officials.
REPORT:
Following the on site meeting in Ballyowen during April, 2010 between Councillors and officials, a Headed Item Headed Item was presented to the Committee at the June 2010 meeting.
The main issues raised were:
- Investigate incidents of litter and illegal dumping in the area of Ballyowen;
- Remedial measures planned or carried out by Environmental Services;
- Signage and CCTV at bring banks at Ballyowen Castle, S.C.;
- Litter bin installations;
- Clean up of specific locations identified by Members;
There is a full-time litter warden assigned to the Lucan Electoral Area and she regularly patrols the Ballyowen area, inspecting litter and dumped material for the purposes of enforcement action and/or referral to the relevant section of the Council for clean up as appropriate.
The main roads in the area are swept on a monthly basis under the Council’s road-sweeping contract. The area is on route NM04 once a month and the roads covered in this route are:

During the period June 2010 to May 2011, this route was swept on the following dates: 30/06/2010, 30/07/2010, 01/09/2010, 29/09/2010, 29/10/2010, 29/11/2010, 07/01/2011, 04/02/2011, 04/03/2011, 04/04/2011 and 04/05/2011. All local estates including Drom na Coille, Colthurst, Rochfort Downs etc. are swept quarterly under the contract.
In addition, the road-sweeping contractor was engaged to carry out a major clean up of the general Lucan area, including Ballyowen, in June 2010 following a commitment given to this Committee. This comprised a comprehensive clean up of dumped material and litter pick of hedges, shrubbery, grass verges etc. and a significant amount of waste was removed.
The bring banks at the shopping centre are serviced approximately twice weekly by the contractor and the site is cleaned on those days if required. In addition, the litter warden may require the Cleansing Section to remove illegally dumped items from the bring banks as necessary as a result of her local patrols but Cleansing generally also routinely attend to the bring banks during the normal course of their work.
Standard signage was installed at the bring bank in 2008 but CCTV monitoring is no longer in place due to budgetary restrictions.
The installation of litter bins will resume once the outstanding issues have been resolved by Environmental Services and Human Resources. Any locations where the Members feel litter bins are required in Ballyowen should be referred to the Environmental Services Department for assessment and possible inclusion on the installations list as necessary.

Recent inspections of the area have shown the area to be generally in good condition and will be adequately dealt with during the routine maintenance programme referred to above. The Litter Warden will continue to patrol the area and liaise with Members and the general public to identify problem areas requiring attention as required.
The consultation process for the new Litter Management Plan 2011-2014 has commenced and will inform the priorities and objectives determining how the Council tackles litter and dumping in Lucan and the County in general in future.
