QUESTION NO. 1

QUESTION: Councillor E. Higgins

To ask the Manager for a report into ongoing litter problems throughout Palmerston and to outline what resources the Council are providing to tackle litter in the area?

REPLY:

The Council's Strategy in relation to tackling the litter problem in the county is set out  in the Council's current Litter Management Plan 2008 - 11. The Plan is currently under Review, the initial stage of which was discussed at the Environment SPC on Tuesday 3 May 2011. A progress report detailing the various campaigns and achievements under the current Plan was presented and the possibilities for inclusion/prioritisation of future campaigns was discussed.

Also presented for consideration was an amended Plan and a process of consultation is now underway with a view to adopting a Plan for the 2011 - 14 period. The outcome of the consultation period and a new Litter Management Plan 2011 - 14 will be brought before the Council for adoption in the coming months. Members that wish to raise particular issues, such as dog fouling, should do so by contacting the Environment Department.

In the meantime, Awareness, Cleansing and Enforcement campaigns continue to be implemented in line with the priorities set out in the current plan.

The local Litter Warden provides ongoing patrols and investigation of litter issues throughout Palmerston.  She arranges for relevant Council sections to remove litter and other material as required and this supplements other arrangements in place for Cleansing, namely the full-time handcart man operating in Palmerston village as well as the monthly road-sweeping of main roads and quarterly sweeping of estates in the area under the Council's road-sweeping contract.
