PARKING ON OLD LUCAN ROAD, PALMERSTON.

In November 2010 the revised parking arrangements were introduced to Palmerston Village. The following works were carried out on pursuant to the South Dublin County Council (Control of Parking) Bye-Laws 2010.

Palmerston village has a high demand for parking as it is both a residential and commercial area. It also has a large employer at Stewarts Hospital with a large staff on a shift pattern. Palmerston is also a useful location for casual park and ride based on existing bus services.

The parking as controlled by the Bye Laws favours the residential and local commercial needs through residential parking permits and appropriate tariff ensuring general parking space availability.

An analysis of hours of parking paid for:

January 2010 and December 2010 are excluded from the comparison due to the severe weather in those months.

The amount of parking paid for has increased marginally under the new tariff with a significant increase in use of the low tariff area. It appears that less parking now occurs in the high tariff area in front of the shops and bank. This allows for easier access to those businesses. Short stop visits where the driver returns to their car after a few minutes may not pay for their parking and will not appear in this analysis.

Existing residential permit arrangements did not change. And new residential area was brought into the pay and display area to control overspill parking in the area.

Fines issued for the village between October 2010 and March 2011 are as follows.

Oct ’10 – 26 fines issued

Nov ’10 – 33 fines issued

Dec ’10 – 23 fines issued

Jan ’11 – 38 fines issued

Feb ’11 – 28 fines issued

March ’11 – 11 fines issued
