REPORT FROM JOINT POLICING COMMITTEE
Questions
To ask the Chief Executive to give specific details as to how our South Dublin libraries will benefit from the €3million fund announced at the end of September for library upgrades. The announcement stated that there would be a pot of €4.1m and that the funding would be used to help provide safe meeting spaces, study pods and other upgrades to be carried out. I have been contacted by countless third level students as well as students and parents of students in post-primary, who are very anxious to ensure that they can access study rooms in their local libraries. Can the Chief Executive also make a statement in relation to the funding matching criteria imposed upon Local Authorities that forms part of the conditions of this funding.
In light of the passing of my motion: That this Council ensures that all future contracts entered into with private contractors to carry out works on behalf of this local authority, will ensure that a clause will be included that states that glyphosate based products can no longer be used by them or the Local Authority, in relation to any work that is carried out on our behalf. Can the Chief Executive please outline how this will be implemented and timelines for that.
To ask the Chief Executive to confirm who has responsibility for the roads underneath the underpass system at the M50/Spawell? I was advised on a weekend that this was managed by the TII, with M50 Concession holding the contract. I contacted the out of hours service of the Council on a Sunday to report a huge amount of broken glass under one of the underpass pedestrian bridges, just before the path way that leads to the kissing gate at the Dodder Weir. I was informed it wasn't under the remit of SDCC nor was it clear on who to contact. M50 Concession did not appear to have an out of hours number that I could find. Who is responsible? Do they carry out work at weekends? Who is responsible if there were an accident? Who ensures that reports are looked after? I don't think this situation is at all satisfactory and would ask the Chief Executive to please consider at least ensuring that reports are passed on to the appropriate body to be handled. Another caller might not have bothered to keep trying to find who to call.
To ask the Chief Executive to outline the number of applications received for rent supplement for each month from the 1st of March 2020 to 1st of October 2020 and to compare with numbers from the same time period in 2019 and would he care to make a statement on the matter.
To ask the Chief Executive to outline where wildflower meadows are currently located across the county, how many hectares they cover, what increase there is on previous years and what plans there are to increase coverage.
To ask the Chief Executive whether there is an overall plan for the development of Dodder Valley Park from the Knocklyon/Firhouse junction up to Old Bawn, to include improved cycle/pathways, planting and ponds to integrate with the Greenway, playtrail and playspaces
To ask the Chief Executive what measures are in place to catch up with delays in maintenance and repairs to roadways and footpaths throughout the area, as a result of Covid 19 or otherwise, and to identify what criteria shall be used to prioritise same
To ask the Chief Executive what measures are in place to catch up with grass cutting throughout the area and when it is expected that the Council shall be back on schedule
To ask the chief executive can I get a report YTD month by month tabular on housing estates where tree pruning has been completed in the county
Would the Manager give an update on the proposed opening dates for the new Libraries in Clondalkin and Castletymon
What is the Council's policy on extending council-owned properties for the benefit of existing council tenants who are not in a position to buy or to seek a transfer?
To ask the Chief Executive to provide a report on the average length of time it takes to approve HAP applications on a month by month basis since the start of 2020?
To ask the Chief Executive how the Council shows and measures its commitment to preserving and protecting all Annex 1 habitats and protected species both within and outside existing SAC and Natura 2000 sites within the County.
To ask the CEO what is the Council's first course of action when new areas of annex 1 habitats and areas with protected or endangered species are discovered.
To ask the CEO when the public consultation period for the Green Infrastructure Strategy will start.
To ask the CEO, in relation to new housing developments, where a developer undertakes to widen or improve an existing public road as part of conditions attached to planning approval for a housing development, what legal process is undertaken by SDCC to transfer maintenance and public liability insurance responsibility for the road to the developer and does the legal documentation specify a time limit by which the public road should be returned to public ownership or allow for periodic inspection of the road while in developers ownership to insure it is safe for public to use? And if he will prepare a report on same.
To ask the CEO, if it is common across the county for the foul water drainage systems associated with housing developments to utilize a temporary foul water storage tank where there is inadequate foul water infrastructure to handle daytime flows of foul water? Could he prepare a report on same?
To ask the Chief Executive for the average cost of keeping a family of two adults and two children in B&B type accommodation, per night and per week.
To ask the Chief Executive the (a) average time for a family stay in a B&B type accommodation, and (b) the longest time a family is currently in a supported B&B type accommodation.
To ask the Chief Executive for an update report on the Traveller Accommodation Programme and to include (a) the number of Traveller Families awaiting accommodation by desired type of accommodation on Ist July 2019 and (b)the number of Traveller Families by decided type of accommodation on 1st July 2020, and (c) the number of Traveller Families currently in B&B type of accommodation and please state how long the longest Traveller Family has been in \\b7b type accommodation, and if he would make a statement.
To ask the Chief Executive (a) the allocated grant available to SDCC from the Department for the Traveller Accommodation Programme in 2020 (b) if the amount available will be drawn down in 2020, and to make a statement.
To ask the CEO to detail contacts he has had with the Department of Justice, and other interests, in respect of the need to deal effectively with the serious issue of illegal Scramblers/Quads; will he appreciate the problems which exists in many communities with regard to the issue and will he make a statement? To ask the CEO what plans are now in place to deal with the challenge of the forthcoming Bonfire season; will he appreciate the need to protect our Open Spaces and will he detail what arrangements are in place to clear Bonfire sites particularly on Halloween Day and will he also state what proposals he has to get across a positive message on the whole issue and will he make a statement? To ask the CEO to confirm the total amount of funding received recently from the Department of Housing, Planning, and Local Government, in respect of the refurbishment of vacant units (voids); will he detail works already completed and state his plans to complete the works in this calendar year; will he give details in respect of each Electoral area and make a statement? Motions
This Council agrees to install two self-cleaning outdoor public toilets on the high streets of each of the seven local electoral areas of the county and to liaise with the City of Paris if any advice on the matter needed.
To ask the Chief Executive to write to the relevant Minister and request that a procedure be put in place allowing for a postal vote in a General Election for qualifying citizens who are over 65 years of age and who apply for it.
That this Council calls for the establishment of a dog pound/cat and dogs home that is within this Council's control.

That the Chief Executive organises, at the appropriate time, a separate event similar to the Community Endeavour Awards to recognise the front line workers and especially and distinctly those ordinary people from our communities who stood up when it mattered during the Covid-19 crisis to assist vulnerable members in our County in various ways, with a nominations procedure being initiated in advance of such a gathering - subject to medical guidelines in place permitting such events; and if a statement can be made on same.
That this Council requests that the Chief Executive erects communications boards in public playgrounds and play spaces. An example of which was rolled out at Min Park by Wexford County Council (photo attached). This initiative is designed to help children with communication difficulties and sends out a clear message of inclusion from an early age.
That South Dublin County Council amends its policy on responses to queries by elected members to Housing List position requests. This change would follow the policies of other local authorities in Dublin by providing the list position and would provide clarity to applicants who are seeking housing support.
That this South Dublin County Council, recognising the contribution of CE Supervisors for their years of dedication to our communities and noting the findings of the Labour Court ruling, calls on the Government to engage, consult and honor the commitment of a fair gratuity scheme and resolve the pension entitlements for all the Supervisors and Assistant Supervisors who have put in the years of service and deserve their due recognition and will the Chief Executive bring this motion to the attention of Heather Humphreys TD, Minister for Social Protection and Community and Rural Development.
That this Council ( cognizant of the current Garda investigation) calls on the Chief Executive for a full detailed report on the contractual operation arrangement between SDCC and Ashton Pound, and following on from the detailed report that this urgent issue be listed as a headed item for the next full Council meeting
That this Council agree that income limits for access to social housing should be removed to allow for a greater social mix in public housing.
Following reports of cruelty in Ashton Dog Pound, this Council calls for an immediate investigation of their activities and review of our relationship with them.
During the massive struggle that has been waged by ex- Debenhams workers across the companies 11 stores in Ireland the deficit of workers protection in liquidations has again been sharply exposed. This Council calls for the immediate implementation of the Duffy/Cahill Report, complied in 2016 in the aftermath of The Clerys dispute- as one way of strengthening workers rights and tackling the legal outs provided to major corporations who engage in tactical liquidations in order to avoid their obligations under hard won workers’ rights. If passed this Council communicates such in writing to Government, to all Local Authorities and to the ICTU offering its support for implementation.
That this Council asks that bicycle parking stands are installed at all playgrounds and playspaces across the county to encourage families to visit these amenities in ways other than by car. Such cycle parking facilities should be located close to and in sight of the playgrounds and should comprise of Sheffield Bike Stands.
That this Council calls for the erection of signs to identify areas being preserved for biodiversity around the County (temporary and permanenet) to indicate the purpose and importance of preserving these areas.
That this council support the aims of The Aims of a new group 'Society of Survivors'' which are: 1) State Acknowledgment of all abuse 2) Support survivors Holistically. 3) Ownership of personal files non redacted 4) Access to Family of Origin for All. 5) Create & Support an Oral history through 'Living Libraries' 6) Promotion of Healing through the Arts. 7) A Change in the terms of reference of the commission of inquiry to include illegal adoptions and stolen babies. 8) A State supported DNA voluntary website. 9) A State memorial garden to all survivors. 10) To end all 'Labels' and to encourage the proper Terminology in all historical and recorded matters We commit to writing to the Minister for Children Roderic O Gorman to comment on how the Government will address each aim!
This Council agrees to establish a "Coiste na Gaeilge"/Irish Language Committee comprised of elected members and representatives from the executive to oversee the promotion of the Irish Language within the County and to ensure that Council is an example of best practice in the use of Irish.
Motion Pedestrian Crossings push buttons This committee requests the CE to install Button free sensor systems on all pedestrian traffic lights. In light of the current environment we are living in and will be living in for sometime, any and all prevented measures implemented to assist with the battle against the virus will be welcomed by all in our county.
This Council calls on the Minister of Defence, the Chief of Staff & the Commander in Chief the President to promote and support the Irish Soldiers of A Company 35th Infantry Battalion and in recognition,and award 33 men 33 Distinguished Service Medals and 5 Military medals for gallantly recommended by the late Commandant Pat Quinlan. While serving in the Congo in 1961, under the UN flag, Commandant Quinlan and his battalion came under siege for 5 days while attempting to defend Jadotville and the peace in the small mining town. Segregated by a bridge they were cut off and 90 miles from HQ. The force in which Quinlan and his men fought against were led by Roger Faulques. Roger was hugely experienced in combat and his force heavily outnumbered and out gunned the 35th battalion. The Irish suffered no deaths and only a few wounded. Largely due to Commandant Pat Quinlan's insistence that the entire Company dig trenches. The men were then held in captivity afterwards for a month. Upon return home to Ireland they were not treated as heroes in fact many suffered shame. Internationally this feat has astounded Army's about how Quinlan returned them men who averaged age 18.5 home to their families alive. No doubt these men were nominated by Quinlan because they saved lives through brave and courageous actions - it would be just to honour his wishes of granting these decorations he listed and give closure to the 8 men still alive and the family's and memories of those who fought at Jadotville. In 2017, serving members were awarded Jadotville medals upon the then Taoiseach's recommendation. Although, this is a medal is to be cherished, it was not the MMG or distinguished service medal recommended by Pat Quinlan. At a time when our front-line services and forces are close to conscience. Recorrecting this history opens up and highlights a positive assurance towards these brave men and shows our current men and woman of service that we honour and respect them and we will always stand up for their good name and due merit if we feel it is at question with no time limit till closure is found. If passed, a letter from this Council will be drafted accordingly and dispatched forthwith to the above mentioned.
'Acknowledging the incredible work done in challenging circumstances by frontline drugs task forces both before and during the pandemic, that the Chief Executive write to Minister Frank Feighan asking him to ensure that funding on a sustainable, ongoing basis for frontline drugs task-forces is included in the upcoming budget.'
