TALLAGHT STADIUM PART 8
REPLY:
At the September meeting the Council considered the Report on the Part 8 process for the new North Stand and upgrade works at Tallaght Stadium, (report attached). Following discussion the members deferred the item and requsted that a report be brought to the next meeting on including a Changing Places facility as part of the works. The project consultants were requested to prepare the report. Tbe updated report is now attached for consideration.
As detailed in the September Report to Council and discussed at the September meeting the report notes : "The requirement for a changing places toilet is not a Building Regulations requirement, this is a provision that would not normally be required to comply with Building Regulations."
The Team considered seven options for the incorporation of the facility in the proposed Stadium works, (detailed in the attached report). Following this analysis they have identified the South Stand as the most advantegeous option for the proposed Changing Places bathroom, for the reasons below :
i. It is integrated with the existing south stand.
ii. It is adjacent to the existing toilets in the south stand.
iii. It is adjacent to the existing universal accessible car parking spaces, in the main car park for the
stadium
iv. It is adjacent to the universal accessible wheelchair seating in the South stand.
v. It is adjacent to the existing medical room.
vi. The location of the universal accessible bathroom for “Changing Places” capabilities in the South Stand, provides the best access from the north, east, and west stands, across the range and profileof events that take place at the stadium.
vii. The South stand is and will be a constantly used facility across the range and profile of events that take place at the stadium.
viii. Locating the universal access bathroom for “Changing Places” capabilities in the South stand avoids the requirement for a revised planning application."
The cost of the facility is identified in the report as E72,959.00.
As indicated in the September report it is recommended that the proposed development proceed with the Scheme as advertised. Should the members approve the inclusion of the changing places facility on the basis outlined above this will be incorporated in the future project development. As noted in the attached report this does not require a further planning approval and/or a further Part 8 consultation process.
