To ask the Chief Executive for a report, in tabular form, on the number of drain shores repaired or replaced per housing estate for the Lucan and Palmerstown-Fonthill electoral areas in 2019.

To ask the Chief Executive for a report on noise barriers / boundary along the N4, what type of barriers were placed along both sides of the N4 in its first design/upgrade, when they were installed and to include what traffic volume the noise barriers were designed for (appx 20 years+) and compare it to todays volume of traffic using the N4. If the Chief Executive could comment on whether it supports introducing updated more effective noise barriers should studies/findings confirm if new ones are required.
To ask the Chief EXecutive to re-examine the roundabout in Lucan village (on Chapel Hill) west of the entrance at Sarsfield’s park, with a view to designing two lanes heading straight (west) as this would alleviate traffic congestion and allow for local residents to continue straight whilst majority of drivers are turning right over the Liffey bridge
To ask for an update on the programme of footpath repairs for 2020, how much funding in total has been estimated and for which estates
To ask the Chief Executive for an update on the taking in charge of estates and roads in Adamstown SDZ area, which are taken in charge, which are scheduled for taking in charge and in which are responsibilities divided between management companies and the Council and by what criteria.

That the chief executive agrees to provide a report with a range of possibilities for the maintenance of the laneway leading from Glenvale estate in Lucan to the R136.
Including: increased public lighting, resurfacing works to the northern boundary of the lane to prevent groups loitering and to improve appearance while protecting the privacy of the houses within the glenvale estate.
That this Area Committee asks the Chief Executive to apply for funding from the recently announced Carbon Tax Fund to assist in the progression of Greenway projects in the local electoral area.
That the Chief Executive arrange to have the footpaths on St Ronan's Drive repaired, particularly outside No 2 as this footpath is in a dangerous condition.
That the chief executive give an undertaking to apply for funding as soon as possible for the planning and feasibility of a greenway from Waterstown park to Lucan. This is on foot of the increased funding made available for this purpose from the carbon tax fund by central government.

That this Area Committee ask the Chief Executive to discuss the inclusion of ‘Bait laying’ as part of planning applications for all future developments. Currently planning applications require construction traffic management plan, dust pollution, noise pollution plans etc. As rodents issue has become a common issue over the last few years the inclusion of ‘Bait laying’ would help solve this matter.
That the Chief Executive provide an update on the Adamstown SDZ including all current developments currently in construction, at planning stages, imminent works and provision of facilities/amenities and takes on board concerns raised with elected reps by residents in relation to issues such as construction traffic, noise, lighting delays, boundary issues etc.
That this committee requests that the Chief Executive provides a report on the Carline Lands. Lucan in regards to its zoning and use, to confirm that there are no plans by any persons to build housing on the lands at Carline / behind Foxborough estate.

That this Area Committee invites the Clondalin Drug and Alcohol Task Force to address the Committee on the work they are undertaking in the Lucan and Palmerstown Fonthill Areas, and the challenges being faced by them.
That this committee write to Dublin Bus requesting that Bus shelters in the Lucan area are equipped with adequate bulbs/lighting. Some shelters are in complete darkness and it has been brought to my attention that Bus shelters in other parts of Dublin have lights on the shelters that properly light up the shelters therefore making them a lot safer.
That this area committee expresses its solidarity with the school secretaries in Lucan, Palmerstown and North Clondalkin and support their campaign for parity with other public sector workers, and to write to Forsa Trade union informing them of our support.
That this committee fully supports the cause of School Secretaries in seeking both parity of esteem and parity of pay and conditions with their peers (who are employed directly by DES) leaving hard working and long serving school secretaries with low pay and insecure working conditions under a different scheme and that the Chief Executive write to the Department of Education and Skills conveying our support and calling for immediate action to remedy the situation.
That this joint local area committee write to the Minister for Education to request an urgent intervention by that department to ensure that Griffeen Community College is not moved to Tallaght for a period of up to two years and to ensure that there is a home made available locally for September 2020.
That this Committee writes to the acting Minister for Education, the Manager of the Planning and Building Unit at the Department of Education and Skills and the Chief Executive of the Dublin and Dun Laoghaire Education and Training Board outlining our absolute opposition to plans to send students of Griffeen Community College to Kingswood for a period of two years pending construction of a permanent building on the Clonburris SDZ lands, knowing that this could be delayed further and knowing that it would seriously disrupt future applications; and to instead look at creative solutions to provide additional temporary school accommodation close to the planned site and the school location within the Kishoge Community College building, consulting with various stakeholders, even those on sites not currently used for education purposes.
That this Area Committee calls for the re-erection of the bus stop at the Whitethorn estate in Palmerstown, and requests that the National Transport Authority expedite the repair of the bus stop.
That this Committee writes to the Minister for Education expressing concerns regarding the delay at providing temporary accommodation for Griffeen Community College and also, recognising the population increase and shortage of places, immediately enters discussions with the two existing primary schools in Adamstown with a view to commencing the building of further schools in the SDZ, the optimum solution which could include two junior and senior schools under the existing patrons.
In the light of the official response (Correspondence Dec 2019 LAC) to my motion re Palmerstown Signage , that the Chief Executive write again to the TII/NRA asking for a list and location of the signage that has to be upgraded on the M50 and N4 and the cost in todays terms of upgrading the signs and that the letter point out that whole their is a Townland called "Palmerston" there is no such destination and that the correct destination indicated on both the M50 and N4, is the Village of Palmerstown which voted by Plebiscite 6 years ago to have previous erroneous translation of the Irish name corrected and that the official name of this historic Village be (restored) changed to PALMERSTOWN.

That this Area Committee calls for the immediate treating of the Hermitage Park and Ballyowen Lane areas for rats, and that in the future where a large number of trees is removed from an area, that steps are taken to treat the increased prevalence of rats that may result.
The cleaning of laneways, and/or dumping on laneways, continues to be a real issue for residents of Palmerstown. The deal was that the laneways would be cleaned every six WEEKS. More recently, I was informed in reply to my LAC question, that it is every six MONTHS. Six monthly is unacceptable to residents who use the laneways regularly. Some laneways have not been cleaned in eighteen months and longer. This Committee requests that a realistic schedule for the cleaning of laneways be brought forward and that each lane is identified in an accompanying map and be regularly reported to this committee and that the provision of CCTV be examined and a report brought to this committee within the next 3 months.
This committee asks the Chief Executive to provide a report in relation to the Wall Ball in Griffeen Park, to include what new features are included and if it can be confirmed if the electric gate at this location will be installed soon.

Further to reports regarding confirmation from IW that they were aware of bacteria issues with the leixlip water plant treatment over the last number of years as far back as five years, this committee asks that IW responds to this committee on the matter.

Further to motions raised in this council regarding the Leixlip water plant treatment & Lucan water quality and given the delay in reports back to the members following the last IW clinic this committee agrees to write to the Minister for Housing, Planning and Local Government to request that the current SLAs between local authorities and IW are reviewed as it’s been 6years + since the SLA’s were implemented. This review would take place before the Minister puts in place the referendum on water ownership which is planned the first part of 2020.

To ask the Chief Executive to confirm to the committee what are the implications to the housing strategy and if there are any challenges for the department when developments in Adamstown are bought up by cuckoo (or vulture) funds.
Could the Chief Executive report on the plans to implement travelers accommodation in the Adamstown area. The sdz plans had provisions made for such and residents in the area would like to know if plans are made and how they are progressing.

That the Chief Executive report if there are any plans (and what options are available, or can a mechanism be found), given the proposed development on the Fassinage/former Pool Hall site on the Old Lucan Road, to facilitate and accommodate residents of the Palmerstown area who are in private houses but who wish to move to a smaller independent/supported residential unit within the community. By allocating even two or three of the proposed units for this purpose it would be possible to gauge the (expressed demand over the past few years) for such an option by a number of Palmerstown Residents.
That the Chief Executive updates this Council on actions taken regarding the former school site beside Foxborough estate following the latest deadline being passed and outlines what further action is now required and imminent, knowing that this is an issue that has caused ongoing major problems for local residents, and especially children.
This committee agrees that when a Council house heating system failure occurs in the winter months, that the 10 working days rule does not apply and that it is classed as an emergency over the Christmas period when the council is closed?
