The cleaning of laneways, and/or dumping on laneways, continues to be a real issue for residents of Palmerstown. The deal was that the laneways would be cleaned every six WEEKS. More recently, I was informed in reply to my LAC question, that it is every six MONTHS. Six monthly is unacceptable to residents who use the laneways regularly. Some laneways have not been cleaned in eighteen months and longer. This Committee requests that a realistic schedule for the cleaning of laneways be brought forward and that each lane is identified in an accompanying map and be regularly reported to this committee and that the provision of CCTV be examined and a report brought to this committee within the next 3 months.
REPORT:
The Public Realm Section are maintaining the laneways in Palmerstown on a six-week cleansing cycle. The maintenance work carried out includes litter removal, removal of fly-tipped waste and the removal or spraying of weeds as required. The dumping does not follow any pattern and often necessitates the visiting of lanes on a more frequent basis to deal with reported incidents of dumping. Lanes that are more prone to dumping therefore receive more visits than those where dumping is infrequent or is absent.

Note: The numbers in the first column can be used to identify common lanes which can have different addresses. For example: No 1 - the lane at the rear of 1-127a Culmore Road is the same lane as the lane to the rear of 2-85 Palmerstown Drive.
Two maps are included with this report. Map 1 shows all the lanes in Palmerstown. Map 2 identifies areas that are not under maintenance.
On map 2, the laneway outlined in red (rear of 7-13 Oakcourt Grove) and the section of laneway shaded green (rear of 13-29 Oakwood Grove, rear of 12-15 Oakwood Close and rear of 100-134 Oakwood Drive) are not in public ownership and are not included in the schedule for cleansing.
CCTV in public places is subject to the General Data Protection Regulation and a Data Protection Impact Assessment in respect of installation of CCTV at the proposed location would have to be carried out in the first instance by the Council before the matter could be further considered.
