That this Council agrees that social clauses and local employment contracts, such as those recently approved by the Department of Environment for Irish Water and the Department of Public Expenditure and Reform for the DIT in Grangegorman should be utilised by South Dublin County Council for all appropriate projects. The Council agrees that the Manager will bring a report to the next available OP&F committee detailing the background to these social clauses and local employment charters and outlining options for their implementation by the Council in forthcoming projects including the proposed library for North Clondalkin.

That this Council welcomes the publication of the Heads of Bill which will allow for the future establishment of Technological Universities and the mergers of Institutes of Technology, and notes that the DIT, ITT Tallaght and IT Blanchardstown have expressed interest in becoming a technological university. This Council notes Head 53 of the Heads of Bill dealing with membership of the Governing Bodies of the proposed Technological Universities, and is concerned that the Sections under this Head makes little or no explicit provision for representation on Governing Bodies, of persons representative of local authorities, eg SDCC, or the communities in which the Institute of Technology Tallaght is situated, in the case of the potential Dublin Technological University, and requests the Manager to write to the Minister for Education conveying this concern of the Council to him.

That this Council agrees to postpone any further payments towards the cost of the Poolbeg waste incinerator project pending a report from management to the next available OP&F committee on the implications for South Dublin County Council arising from the recent comments by the Dublin City Council Manager on that Council's future involvement in the project and the pending EU judgment on whether the project is in breach of state aid rules.

That this Council deplores the delay on the part of the Government to implement, as promised in the Programme for Government 2011, and repeated in A Resource Opportunity - Waste Management Policy in Ireland (July 2012), a scheme to provide low income households with financial assistance in paying for household waste collection, and requests the Manager to convey this sentiment to the Minister for the Environment, Community and Local Government, and ask the Minister to advise on a date on which the Government will put a support scheme in place.
