QUESTION: Councillor D. Looney
To ask the Manager to provide a list of sites licenced to store, process or otherwise deal with waste in the County; to give details of the particular licences applied to each site; to provide a breakdown of the role of the Council, the EPA and other agencies in the licencing, planning and operation of these sites; and to make a statement on the matter?

Planning for Waste Facilities
South Dublin County Council as Planning Authority has the responsibility for the assessment of applications for Planning Permission for facilities that come within the provisions of the Planning and Development Acts and are not considered to be developments that come within the definition of Strategic Infrastructure. Approval for such developments is considered by An Bord Pleanala.
Waste Management Facility Permits & Certificates of Registration
South Dublin County Council issues waste permits and certificates of registration in respect of specified waste activities which, because of their scale or nature, do not require licensing by the EPA. The revised Waste Management (Facility Permit and Registration) Regulations 2007 (S.I. 821 of 2007 & S.I. 86 of 2008) that govern this practice came into force on the 1st of June 2008.
A Register of all Waste Facility Permitted/Certificated Facilities in the County is available on the Council's website.
Environmental Protection Agency (EPA) Waste Licensing
Waste activities that are beyond the scope of the Waste Management (Facility Permit and Registration) Regulations 2007 are licensed by the EPA in accordance with Part V of the Waste Management Act 1996 (as amended). To determine if an activity requires a certificate of registration; a permit or a license please refer to the 'Licensing and Permitting' section on the EPA website www.epa.ie
