QUESTION: Councillor D. Looney

To ask the Manager to provide a report based on the proposals in the Local Government Bill as to changes to Councillor representation on all existing and new statutory bodies and other groups (e.g. Local Education and Training Boards, Drugs Task Forces, Local Community Development Companies, etc), and to make a statement on the matter?

REPLY:

The Local Government Bill has now been passed by both Houses of the Oireachtas and has been titled as the Local Government Reform Bill 2013.

Section 36 of the Bill provides for the establishment of Local Community Development Committees (LCDC) and subsection (2) inserts a provision in the Principal Act which provides that membership of an LCDC shall include members of the local authority. It is also noted that section 61 of the bill establishes the National Oversight and Audit commission (NOAC) and provides that its membership "may include one but not more than one person who is a member of a local authority but shall not include a member who is a member of a regional authority".

Education and Training Boards (ETB) were established under the provisions of the Education and Training Boards Act 2013. Section 9(5) provides a saver for all existing members to remain in place until replaced under the new arrangements. Section 30 provides for the appointment of members to the ETB's and in conjunction with Schedule 4 specifies that a minimum of 3 members of this Council will be appointed, subject to regulations made by the Minister.

The Council has not yet been advised of any changes to the representation on Local Drug Task Forces.
