Item 3

Climate Change Update and Adaptation Strategy Plans

Maire Ni Dhomhnaill gave a report outlining the sequence of reports and timelines to the preparation of Adaptation Strategy Plans, following the review of the existing Development Plans in mid 2014. Guidelines are being prepared by the Department of Environment and the EPA for integrating adaptation strategies into Development Plans and Strategic Environmental Assessment in order to facilitate these reviews.  Following contributions from Cllr O'Connell, Ms Ruddock and Cllr Lahart, Mr J Quinlivan Director of Services responded with a commitment to update the next SPC meeting on the Council's action in relation to the Climate Change Strategy.

 

Item 4

Control of Horses byelaws update

John Quinlivan, Director of Service, outlined the details of the draft Horse byelaws and the powers that are open to the Local Authority . Discussion took place regarding the definition of control area and exclusion zones. Contributions were made by Cllr Lahart, Ms Kiernan, Ms Ruddock, Cllr Duff, Cllr Hannon, Cllr O Connell, Cllr Tuffy and Mr Lee. Mr Quinlivan replied. There is a proposal to have a Local Authority sector shared services veterinary service set up in the first quarter of 2015 and this will allow for a review of the byelaws at that time if necessary.

It was agreed that the byelaws would be presented to the February Council meeting

 

Item 5

Waste Management Plans 2015-2021

John Quinlivan, Director of Service gave a presentation on the Waste management Planning process including regions, timelines, stakeholders and key issues.

 

Item 6

SPC 2014 Plan

A presentation outlining the key policy actions for 2014 was available to the committee. Cllr Lahart requested that members should forward topics to secretariat.

Ms Ruddock queried the representation of the Environmental Pillar on the Local Community Development Committee –LCDC. Clarification will be sought from the Community Department.

Following a query from the Chair Cllr Lahart, John Quinlivan, Director of Service  gave an update on the recent fire at the Oxigen premise at Ballymount.
