Questions
To ask the Chief Executive whether the plant commonly known as New Zealand flax is regarded as an invasive species and whether the Council considers the planting of this species in public open spaces and private developments to be appropriate and desirable.
To ask the Chief Executive to provide, in tabular format, a breakdown of recorded incidents of anti-social behaviour in and around playgrounds and play spaces within the county over the past five years.
To ask the Chief Executive for a list of the vape shops across the county, the number, location and concentration of such retail units, including their planning status, any material changes of use undertaken without permission, and their standing on the commercial rates record, and that this information be provided in tabular format.
To ask the Chief Executive to provide a breakdown of all unspent and uncommitted revenue funding within the parks, environment, community, sport and public realm budgets for 2026, and indicate what proportion is expected to be spent or committed before year end and what balance may be available for projects commencing in early 2027
To ask the Chief Executive for an update on the Council's commitment to reintroduce a county-wide participatory budgeting initiative, including the recommendations arising from the independent evaluation of the €300K Have Your Say programme, the establishment and work of the new Steering Group, and a timeline for the introduction of the new scheme.
To ask the Chief Executive for an update on the status of the Christmas crib approved by Council following the adoption of Councillor McMahon's motion last year.
To ask the Chief Executive what consideration is given, for the purposes of social housing assessment, to Irish citizens returning from abroad who have given up accommodation due to domestic violence or similar circumstances.
To ask the Chief Executive to provide, by Local Electoral Area (LEA) and in tabular format, a breakdown of the current electorate for local elections by nationality category (Irish, UK, EEA and non-EU citizens), together with the number of new registrations recorded in each category since the introduction of rolling register updates through Voter.ie.
To ask the Chief Executive to provide a report on all active travel schemes under the Cycle South Dublin programme, including their current status and projected delivery dates.
Can the Chief Executive provide a report on the monies currently owed to the Council that are overdue for payment ,including (a) the total amount outstanding in unpaid commercial rates, with a breakdown by length of time overdue,(b) the total amount outstanding in unpaid development contribution levies, with a breakdown by year in which the contribution was first invoiced? (c) the total amount outstanding in Vacant Site Levy, and Derelict Site Levy charges, including the number of sites to which charges have been applied and the total collected versus total levied in each of the last three and, (d) any other material categories of overdue income owed to the Council including any charges applied under the Vacant Homes Action Plan.
Can the Chief Executive provide a breakdown of commercial rates income received by South Dublin County Council in the most recent full financial year, including (a) total rates income broken down by sector or site use, including but not limited to data centres, warehousing and logistics, retail manufacturing and office use.(b) number of rate payers and total rates income broken down by annual liability bands specifically under €10,.000, €10,.000-€50,.000, €50.,000-€100,.000, €100,.000-€500,.000 , €500,.000-€1000,.000 and over €1000,.000 and ,(c) a list of categories of ratepayers contributing the largest share of a total commercial rates income, with the number of ratepayers and total income for each category where the individual annual liability exceeds €100,000.
To ask the Chief Executive to provide an estimate of the additional rental income projected to be received in 2027 under the Differential Rent Scheme 2026, compared with the Differential Rent Scheme 2025, and to provide a breakdown of the projected additional income arising from the inclusion of Working Family Payment, the removal of the Old Age Pension occupancy discount for multi-occupancy tenancies, the increase in the principal earner assessment rate from 10% to 12.5%, and the increase in the minimum weekly rent.
To ask the Chief Executive whether South Dublin County Council has implemented the national protocol allowing victims and survivors of domestic, sexual and gender-based violence to retain their accrued social housing waiting-list time when transferring between local authority areas.
To ask the Chief Executive whether he will review the reinstatement of a housing services counter at Clondalkin Civic Offices
To ask the Chief Executive to provide details of the number of trees planted by the Council over the past five years, including a breakdown by species and identifying native and non-native varieties, and to provide an estimate of the number of trees lost during the same period, including losses attributable to natural causes and planned tree removals, and if a statement can be made on the matter.
To ask the Chief Executive to outline what plans, if any, are in place or being considered to improve the availability of age-friendly parking spaces in villages and district shopping centres.
To ask the Chief Executive if there are any plans to increase the number of playing pitches in the county?
To ask the Chief Executive to provide an update on all sports pavilion projects that received Part 8 approval in 2024, including their current status and the anticipated construction commencement and completion dates for each project.
To ask the Chief Executive to provide an update on the proposed fire stations within the Clonburris and Adamstown Strategic Development Zones (SDZs)
To ask the Chief Executive what criteria the Council uses to identify and prioritise locations for additional seating and benches in parks and public spaces.
To ask the Chief Executive to outline the number of traffic calming requests received by the Council during the most recent 12-month period and the criteria and process used to assess and prioritise these requests.
To ask the Chief Executive to provide details of the Council's annual gully and drainage cleaning programme and the frequency of inspections in residential areas.
To ask the Chief Executive to provide data on average response times for customer service requests received through the Council's online and telephone channels in the last five years.

To ask the Chief Executive whether the Council maintains, in accordance with its obligations under Section 10(5) of the Roads Act 1993, a Schedule of Public Roads and associated map.
To ask the Chief Executive whether there is any specific policy, guideline or minimum separation distance governing the proximity of large-scale data centre developments to residential properties and, if not, whether the introduction of such guidance is under consideration.
To ask the Chief Executive how the cumulative impact of multiple data centre developments within a particular area is assessed when considering planning applications for new centres.
To ask the Chief Executive to provide a breakdown by area of all data centre developments and expansions that are currently proposed, under assessment or permitted within the county and to outline any assessment undertaken of their cumulative impact on local communities and public infrastructure.
To ask the Chief Executive what assessment the council makes of the cumulative demand that existing, permitted and proposed data centre developments place on electricity, water, transport and other public infrastructure when considering planning applications for future data centre developments.
To ask the Chief Executive what mechanisms are available to assess the cumulative impacts of multiple data centre developments in the county on air quality, noise, water consumption, emissions and backup power generation.
To ask the Chief Executive to provide details of the reasons for the suspension of the right-sizing scheme for private homeowners.

Motions
That this Council, noting the growing concentration of vape shops in certain locations and the limited planning powers available to regulate such development, agrees to write to the Minister for Housing, Local Government and Heritage and the Office of the Planning Regulator seeking amendments to planning legislation and guidance to establish a distinct planning use class for vape shops and similar premises; require planning permission for any change of use to that class; enable local authorities to refuse applications where an over-concentration of such uses would occur; and provide for restrictions on such premises in sensitive locations, including in proximity to schools and residential areas.
That this Council acknowledges the ongoing concerns of residents regarding noise associated with data centre developments and recognises the impact that persistent day-time and night-time noise can have on residential amenity and quality of life; calls for the transparent investigation of noise complaints and for appropriate independent noise monitoring, where warranted, with the results made available to affected residents where possible; that the Chief Executive provides a report to Members outlining the Council's current planning, environmental and enforcement oversight of data centre developments within the County, including the mechanisms available to assess and mitigate cumulative impacts on surrounding residential communities.
That this Council calls on the Chief Executive to ensure that those affected by domestic violence are explicitly recognised and appropriately prioritised in the allocation of social housing.
That the Chief Executive ensures that free period products and appropriate disposal facilities are available in all Council-owned buildings.
That this Council agrees to invite Geological Survey Ireland to provide a briefing to Members on the potential for deep geothermal energy to contribute to meeting the future heating and energy needs of the county.
That this Council notes with concern the public transport fare increases announced by the National Transport Authority on 3 September 2026 and agrees to write to the National Transport Authority and the Minister for Transport calling for the reversal of these fare increases.
That this Council requests the HSE National Environmental Health Service to provide confirmation of the level of inspection and test-purchasing activity undertaken in South Dublin County, the rate of compliance found among retailers with the prohibition on sales of tobacco, alcohol and e-cigarettes to persons under 18, and the number of prosecutions or fixed penalties arising, and that this information be provided in tabular format.
That this Council acknowledges the essential role played by public sector workers in the delivery of services across the State, expresses its support for workers engaged in industrial action seeking pay increases that reflect the rising cost of living and agrees to write to the Minister for Finance, the Public Services Committee of ICTU, FÓRSA, SIPTU, the INMO, Unite and the INTO communicating this position.
