MOTION NO. 3

MOTION: Councillor K. Keane

That this Council calls on the Chief Executive to ensure that those affected by domestic violence are explicitly recognised and appropriately prioritised in the allocation of social housing.

REPORT:

We recognise the significant impact that domestic, sexual and gender-based violence can have on individuals and families and the need to ensure that appropriate housing supports are available to those affected.

Victims of domestic violence who are assessed as homeless or at risk of homelessness can access the full range of housing and homeless services available through the Council and the Dublin Region Homeless Executive. Housing applications are assessed having regard to the provisions of our Allocation Scheme and relevant housing legislation.

In addition, the Department of Housing, Local Government and Heritage recently introduced an inter-local authority protocol for victims of Domestic, Sexual and Gender-Based Violence (DSGBV). This protocol is intended to remove barriers to accessing housing services by allowing eligible victims who need to relocate to another local authority area to transfer the time already accrued on a social housing waiting list, subject to meeting all other social housing eligibility requirements.

We support the implementation of this protocol and continue to work with relevant agencies to ensure that households experiencing domestic violence receive appropriate support and assistance in accessing housing services. The provisions of the Allocation Scheme will be kept under review having regard to legislative requirements, national policy developments and the needs of vulnerable households.
