That the Manager would present for discussion an updated report on the measures being taken by the Council to have outstanding works carried out, by the developers or through other actions, to bring the roads and services in Rossberry Estate to a level of completion which will permit the long overdue taking-in-charge of the estate by the Council.
That this Committee will address the concerns of residents in Foxborough at the planning application for a “fast food” outlet in the neighbourhood shopping area.
That this Area Committee requests the Manager to expedite proceedings against the developer of Hansted Estate to seek the speedy resolution of the long-delayed taking-in-charge of the Estate.

That the Manager (1) liaise with the Ordnance Survey Ireland (OSI) with the purpose of clarifying what indeed is the area/location referred to as “Palmerston” in the report of the Manager to my question ref number 21155 of the Lucan Clondalkin Area Committee of November 2009, and that (2) a report be brought to the April meeting of this Committee describing the options now open to this Council to have the name “Palmerstown” established as the official title for this historic place.
That this Area Committee again expresses its support for provision of a Post Office for the Lucan South area, in particular noting that the Lucan-Esker DED has quadrupled in population between 1996 and 2011 to circa 30,000; and requests the Manager to convey our support for such provision to both the Ministers for Communications, Energy & Natural Resources and Social Protection and further invites An Post to meet with Members of this Committee to discuss this matter.
That the Manager/County Librarian initiate the procurement of the site at the entrance to Woodfarm Acres (not part of the open space) for the proposed Digital Hub at Palmerston and bring forward to this Area Committee in March 2012 costed proposals for the development of this facility.
That noting the contents of the letter from the Department of Social Protection (dated 31 May 2011 and listed under correspondence 7(A) Corporate Services at the June Lucan Area Committee meeting), which states that the Department "is fully aware of the Live Register in the Lucan area and of the inconvenience being experienced by residents" and further states " am in active discussion with the Office of Public Works with a view to identifying a suitable premises to serve the Lucan area" (as a Social Welfare Office), and noting further Motion 25 passed at the December Area Committee Meeting, this Committee requests the Manager to write to the Minister for Social Protection regarding the urgency of the matter and seeking updated information on whether a suitable premises has been identified, and asking for a time scale for the provision of an adequate Social Welfare Office in Lucan.

That the Manager would advise the Committee of the number of requests for maintenance/repairs received from residents of the 16 flats at Sarsfield Close, Lucan since January 2010, and that he would present for discussion at the meeting a report on the types of maintenance/repairs carried out in that period, including work on individual flats and works to repair/maintain any of the 4 blocks, as opposed to individual flats.

That this Committee requests the Manager to expedite the long-awaited taking-in-charge of the large grassed area along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden's Park Estates.
That this Committee requests the Manager to prepare plans to secure implementation of Specific Local Objective 25 of the County Development Plan 2010-2016, i.e. to "facilitate completion of the boundary fence that separates Bewley Grove and Mount Bellew Way running eastwards as far as the Outer Ring Road” and to include a new pedestrian entrance in the railings (and footpath across the green area) at the northern end of Bewley Grove.

That the Manager report on what supports will be made available to local residents in Palmerston who wish to participate in the Tidy Towns Competition or to conduct spring cleans of their area during An Taisce Spring Clean month?
That this Committee requests the Manager to present a detailed report, for discussion, on the activities of the Operations Crew in litter cleansing in the Lucan area since the start of the year, the litter black-spots identified for cleansing by the crew and the dates on which these black-spots were cleansed.
That this Committee notes that according to figures given in reply to my Question to the Manager at the December 2011 County Council Meeting, approximately 2900 householders in the Lucan EA are in receipt of a waiver from Greyhound Waste Management until April 2012, in accordance with the terms of the transfer of undertakings agreement between that company and the Council, and requests the Manger to find out from Greyhound Waste Management, as a matter of urgency, when the company will notify those householders of the ending of the waiver, and what the company intends to do in regard to the payment of a fixed charge by householders currently in receipt of a waiver, what the level of the fixed charge will be, and when the householders involved will be required to make payment?

To ask the Manager what obligations apply to the M50 construction and N4 upgrade works (which are to be funded by the 2012 NRA's allocation to South Dublin County Council for the maintenance and upgrade of national routes in the County) with respect to the maintenance of grass medians and verges?
To ask the Manager to allocate resources to the regular cutting of the grass median, along the N4, under the funding provided by the NRA, for the maintenance of national routes?
To ask the Manager for an update regarding the cleaning of the path on Old Lucan Road adjacent to Brookvale Estate and the Topaz Garage?
To ask the Manager for an update in response to my previous request for additional tree planting along the N4, to the rear of houses at Hillcrest Road immediately west of the Newcastle Road interchange; and to advise on any correspondence with the NRA on this matter?
To ask the Manager to act to resolve the unacceptable delays in the repainting/replacing of nameplates in the Lucan area, for example at Edmundsbury Court and Ashville Close?
To ask the Manager for a detailed update on proposals to improve cycle-path provision at Willsbrook Road, including plans for consultation with any local residents who may be directly affected by provision of a new cycle-path outside their homes?
To ask the Manager if he can indicate a timescale for drawing up and or amending bye-laws to address problems arising in Lucan Village associated with the existing "informal" Taxi Rank, and the waiting of taxis on the roadway outside the houses in Sarsfield and Vesey Terraces and The Square, Lucan and if he will make a statement on the matter?

That the Manager outlines the options open to the Council to correct the anomaly whereby Lucan Road, Palmerston, has come to be referred to as “Old Lucan Road” whereas in fact this is quite inaccurate. The “new” road that replaces the Lucan Road (referred to variously as the “Chapelizod By Pass” or the “Palmerston Bye Pass” surely only working titles) does not have a name and should be given an official name reflective perhaps of the heritage of the area. In addition, the N4/M50 exit 7 intersection often referred to as the “Lucan Exit” should be more properly named as the “Palmerston Exit” after the historic place in which it is located. I now propose that these anomalies and inaccuracies be corrected.
That a discussion takes place on the Parking Scheme as it applies to the Lucan / Palmerston Area with particular reference as to how it serves traffic flow, the taxi trade, residents and the business community.
That the Manager request a joint meeting with representatives of the NTA and Dublin Bus to discuss the operations of the new routes, the new integrated ticketed system and to fully discuss the service required by the residents of the Lucan/Palmerston area.
That the Manager will outline plans to seek the cooperation of local businesses to avoid using the Newcastle Road in the vicinity of the schools at opening and closing times. That the Manager will further outline measures taken to improve safety in this area in the interim.
That this Committee welcomes the proposal to install a zebra-crossing at Griffeen Avenue between the entrances to Oldbridge Estate and Griffeen Glen Road; further recommends installation of a ramp as part of this crossing; and requests the Manager to present a report on the recent traffic survey at this location.
That the Manager give a detailed report on grass cutting along the N4 at Palmerston and confirm whether any funding allocated for use in the public realm can be assigned to the upkeep of the median along the N4 at this location.
In the context of the additional safety features recently introduced at the N4/M50 roundabout, that the Manager responsible discuss if he is satisfied that the signage on the N4 as one approaches the M50 intersection from the West is accurate and that traffic gets sufficient and accurate information as to which lane they should enter to assess the M50 North, M50 South and Centre City/Palmerston. The present situation, which I have highlighted previously, is very misleading and often results in vehicles travelling from the West having either to change lanes very late at a danger to themselves and other vehicles and/or continue on to make a U turn at Kennelsfort Road at VERY considerable risk to both themselves and other vehicles coming off Kennelsfort Road upper travelling west. It has been pointed out that the signage for the Airport/M50 North on the overhead gantry closest to the N4/M50 intersection could be moved to the left so as clearly indicate the correct lane.
