MOTION: Councillor W. Lavelle
That this Committee welcomes the proposal to install a zebra-crossing at Griffeen Avenue between the entrances to Oldbridge Estate and Griffeen Glen Road; further recommends installation of a ramp as part of this crossing; and requests the Manager to present a report on the recent traffic survey at this location.
REPORT:
As the Councillor is aware the provision of Zebra Crossings requires a change of policy on behalf of the Council. This matter was brought to the Transport SPC on the 23 February who have agreed to recommend the necessary change of policy to the Council. This proposal will come before the next Council meeting for approval and should the policy be changed by the Council then the provision of Zebra Crossings together with other pedestrian facilities can be introduced throughout the Council. A pilot scheme of five locations for Zebra Crossings has been included in these proposals, one of which is for the Lucan area. Griffeen Avenue has been suggested as one such location in the Lucan area.
Zebra Crossings can be provided in suitable locations without traffic calming provided the 85 percentile speed lies below 56kph. These calming measures can include such items as local narrowing or ramps. Local narrowing may often be a better solution than ramps particularly where bus routes are concerned. Surveys were carried out on Griffeen Avenue to identify the best location with a nearby power supply, road with and service implications and to identify the 85 percentile speed.
