That the Manager (1) liaise with the Ordnance Survey Ireland (OSI) with the purpose of clarifying what indeed is the area/location referred to as “Palmerston” in the report of the Manager to my question ref number 21155 of the Lucan Clondalkin Area Committee of November 2009, and that (2) a report be brought to the April meeting of this Committee describing the options now open to this Council to have the name “Palmerstown” established as the official title for this historic place.
REPORT:
As outlined in response to Q 21155 in December 2009 the modern OSI map (Map I attached) covers the two townlands ( Palmerston Upper and Palmerston Lower ) which carry the Palmerston name and from which the Village and the locality draws it’s generic name. An older OSI map (Map 2 attached) dated back to 1843 shows the same 2 townland boundaries in green and the Protestant Parish Boundary of PALMERSTON in Red. It is clearly evident from this map that historically Palmerston has been the area name and covers a significant greater area than the townland specific map.
As requested this department will liaise with the OSI to clarify the specific areas covered in the OSI map(s).
Members are reminded that as approved by the Council in 2008/2009 an area to the east of the M50 which was at that time under development at Coldcut, (which was included in Register Book FG but which did not at that time have registered electors, now in Register Book FI) was included in the overall area or locality of Palmerston.
In direct response to the request for a report to the April 2012 meeting describing the options open to the Council to have the name changed from Palmerston to Palmerstown, it is not considered necessary to withhold a report until then as the one and only option open to the Council is to conduct a plebiscite to establish the consent of eligible electors to change the name of the locality of Palmerston to Palmerstown.
Any such plebiscite must be conducted in accordance with prescribed statute including Sections 76-79 of the Local Government Act 1946 and the Local Government (Changing of Place Names) Regulations, 1956 (as amended by Sec. 67 LG Act 1994) which set out the procedure for conducting a plebiscite in relation to the change of name of an urban district or town (Section 76), townland or non-municipal town (Section 77), street (Section 78) and locality (Section 79).
