QUESTION: Councillor G. O'Connell
To ask the Manager for an updated report on the deployment of street cleaning staff in the Palmerston area of this Committee and in particular in the Village and Lucan Road area, Manor Road, The Silver Granite/Service area, The Community School, the Oval and Primary School areas, the footpath along the N4 between the Oval and Kennelsfort Road and the areas round the Kennelsfort Road/N4 junction?
REPLY:
The Council’s Cleansing staff target central locations in Palmerston with the Green Machine/hand cart and litter bin operatives. The Council also utilises the services of both the Operations Unit, and the Cleansing Unit based in Ballymount Depot in conjunction with a Private Contractor who has dedicated teams that operate an extensive street-cleaning programme on main roads, local roads and estates.
North of the N4 the Council Green Machine operates along the Lucan Road, along Mill Lane up as far as the entrances of the school and Stewarts Hospital and along Kennelsfort Road.
South of the N4 the Council Green Machine operates along a section of the outbound carriageway of the N4, Kennelsfort Road down to Palmerstown Manor.
The Oval, Woodfarm Avenue and Manor Road are cleaned Tuesdays and Thursdays.
The Environmental Services Department is currently introducing a system of scheduled cleaning that will include all areas of the County. The schedule is based on the Road Sweeping Programme; crews will be assigned to areas between scheduled sweeps by the Road Sweeping Contractor. This schedule will assign a priority to each area, which will reflect the frequency of cleaning required in the area.

The supervisors inspect the areas that are subject to general littering such as paper, plastic bottles, food wrappers and crews undertake a general litter pick of the area. Some of this waste originates from bins that are abandoned or not collected and the loose material is then transported by the wind into planted areas and green spaces. Individuals discard other material as they travelled through the area.
Fly tipping of domestic waste bags abandoned in laneways and deposited into the planting/hedging on the open spaces is a more serious problem. Some of this waste is burnt, and requires mechanical intervention in its removal. The burning of the waste destroys the surrounding vegetation leaving landscaping scarred and unsightly.
