That this Committee remains committed to exploring all possibilities, including funding partnerships, of securing a public swimming pool in Lucan and requests the Manager to investigate any examples in the country where a local authority has been/or is involved in a project which secured a public swimming pool through raising finance from sources additional to or other than central government and brings a report to the May meeting of the Area Committee.
That this Area Committee: NOTING that in the period 2007-2011 only 0.18% of the total capital expenditure by the Community Services Department was invested in Lucan despite the fact that according to the latest census the population increase in Lucan in the same period was more than twice that in the remainder of the county; FURTHER NOTING the need to ensure that sporting and recreational facilities, including the Lucan Sports and Leisure Centre, are operated on a financially sustainable basis, REQUESTS the Manager to examine my proposal (which I first introduced during discussions on my motion on boxing clubs at the March meeting) to provide an extension to the Lucan Sports and Leisure Centre to include additional floor space, both dedicated and multi-functional, for use by sports and recreation groups including in particular local boxing clubs and dance and fitness groups; and to seek to progress this proposed project for inclusion in the next Rolling Capital Programme.

That the Manager would present a report on projects or activities in the Lucan EA which have received support, in terms of finance, staff or assistance with accommodation from the County Childcare Committee?

To ask the Manager to explain why public liability insurance for public parks covers some sporting events but not others and to list which sports are and are not covered?
To ask the Manager, following-on from the progress reported at the March meeting in response to my longstanding motion, for a further detailed report on the ongoing efforts to secure submission of the necessary legal documentation required for the completion of the taking-in-charge of open space at Rossberry, including the open space along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden’s Park estates?
To ask the Manager for a detailed report on the council’s efforts to secure completion of the taking-in-charge of the open space at Brookvale; and to further advise on the outstanding steps required to be completed to permit the taking-in-charge to be completed?
To ask the Manager for an update on the ongoing work to make Glenaulin Park safer, litter free and less of a hazard for local residents who back onto it, as promised at local meetings and during the course of motions put down by Members of this Area Committee?
To ask the Manager to advise on the schedule of grass cutting, i.e. planned frequency, on greens/open spaces in the Lucan EA during 2012?

That the Manager presents an up to date report on the progress in relocating the Parks Depot to the Griffeen Park be presented to the Lucan Area Committee and that a discussion take place on the matter.
That this Area Committee, noting the recently-received request from the Griffeen Glen Residents Association, again requests the Manager to install a timer-controlled locking mechanism on the pedestrian gate at Griffeen Glen Park/Elm Green so as to address anti-social behaviour in the vicinity of the gate; and to add barriers at either side of this gate to dissuade speedy approach to the gate by scrambler bikes, etc.
That the Manager provides a detailed report on the exercise equipment being installed in parks throughout Lucan and Palmerston, what locations have been identified and what public consultation was entered into with local residents and organisations.
That this Area Committee requests the Manager to engage with local sporting clubs to examine the possibility of applying for Sports Capital Funding for the provision of additional playing pitches in the proposed extension of Griffeen Valley Park, south of the railway.

To thank the Manager for the clean-up that has taken place in Palmerston Village and environs and for the work of cleaning the laneways in Palmerston as promised at the March Lucan Area Committee and to pass onto the staff concerned the appreciation and thanks of the Palmerston Community,
To ask the Manager if the Litter Wardens and Cleansing Section have been receiving increasing numbers of reports of illegal dumping in the Lucan EA in the period from 1st March until now?
To ask the Manager if the Environmental Services Department is or will be taking measures to have the large advertising hoarding on the grass verge on the left hand side of the entrance road from Griffeen Avenue to Hayden's Park, Tullyhall and Rossberry estates removed?

That this Committee asks the Manager if Greyhound Waste Management has advised the Council of the details of the "packages" it has offered to households in the Lucan EA which were in receipt of bin waivers up to 1st April, and if he has been so advised, to provide details to the meeting for discussion.
That the Manager reports on litter warden services in Lucan and Palmerston and provides a list of areas (including laneways in Palmerston) that have been subject to litter blitzes in the past month or are earmarked for upcoming blitzes.

To ask the Manager for a progress report on the implementation of measures to make more effective the 3 Tonne limit on Kennelsfort Road as promised during the debate arising from my recent motion on the matter at the Lucan Area Committee?
To ask the Manger to outline the history and legal situation where cars are parked on the “hard kerb” between the footpath and the roadway in residential areas and to include the legislation or bye-law that makes it an offence now under the parking regulations of this County for residents in the Lucan Electoral Area to park in the above space where traditionally they have done so without penalty and to explain why (if it is now an offence) public representatives and local residents have not been informed?
To ask the Manager for an updated report on the Council's plans to install traffic signals at the large roundabout junction of St. Loman's Road/Fonthill Road, if it is intended that the system of traffic signals will provide for pedestrian crossing at the location, if the signals will enable pedestrian control and finally, an update on the Council's application to the NTA for funding for this project?

That the Manager arrange that the traffic and pedestrian controls at Kennelsfort Road/N4 junction be examined and that measures and specific plans to resolve the chronic traffic chaos be put in place to make this critical crossroads safe for pedestrians, cyclists and motor vehicles. At present (1) vehicles stop “over” the pedestrian crossing on Kennelsfort Road Upper making it extremely dangerous especially for children on their way to school (2) vehicles coming from the Village turning right or going straight ahead are given very little “Green” time and there have been a number of near misses (3)the barriers on the median are not sufficient to deter or discourage pedestrians from surface crossing and need to be extended (4) it is impossible at present to get even a modest funeral from St. Philomena’s Church through the lights and it should be possible with the CCTV at this location to manage the traffic better (the promised bias towards traffic from Upper Kennelsfort Rd to the Village at -10.00am –daily Mass time and on week-ends especially Sundays does not appear to be implemented).
That the Manager will outline plans to seek the cooperation of local businesses to avoid using the Newcastle Road in the vicinity of the schools at opening and closing times. That the Manager will further outline measures taken to improve safety in this area in the interim.
That the Manager bring forward to this Committee, as a matter of urgency, firm, realistic and costed proposals for the suitable treatment of the N4 median from the County Boundary at Chapelizod to the M50/J7 intersection, that will be ascetically and environmentally acceptable to a residential setting and which will provide for low-cost sustainable maintenance into the future and that funding be sought from the NRA to allow the work to be undertaken during the current year.
That in reference to Motion No. 7 on the agenda of the Lucan Area Committee meeting of 24th January 2012, the Manager would arrange for measures, including the installation of warning signs painted on the road surface, and/or signage on the traffic signal poles, and liaison with An Garda Síochána, to prevent drivers of vehicles along Kennelsfort Road, stopping on that part of the road at the signals on Lower Kennelsfort Road, Palmerston, which should be clear when the signals allow pedestrians to cross, as this practice of many drivers of blocking the pedestrian route is a continuing source of concerns to residents, including parents, as pedestrians, especially children, attempt to cross between vehicles at points not directly at the crossing.
That this Area Committee requests the Manager, further to the briefing held in February on foot of my previous request, to present detailed proposals for provision of a safer and more efficient junction arrangement for motorists seeking to exit from Chalet Gardens on to Lucan Road.
That the Manager gives a detailed report on grass cutting along the N4 at Palmerston and confirm what funding will be made available for cutting this strip given that the responsibility for its maintenance has been passed over to the Council.
That the Manager provide a detailed report on what steps can be taken to amend the Control of Parking Bye-Laws 2010 so that Palmerston Village currently subject to an ‘A’ tariff can be instead subject to an ‘A1’ tariff, and secondly to omit the ‘horseshoe’ residential area at Old Lucan Road from pay-parking, as per Motion 20 passed at the last Area Committee Meeting.

To ask the Manager, further to the discussions on my motion at the March meeting, if the planning authority will agree to issue a warning letter to the owner/developer of the Hermitage Clinic regarding the provision of public access to lands along the River Liffey, handed over to South Dublin County Council as part of the Clinic development, in line with the requirements of the Council and the conditions of the Bord Pleanála decision PL 06S.128044, noting that it is currently not possible to access this land due to the configuration of the road system provided by the hospital and the standard of road and pedestrian access constructed?
To ask the Manager for a detailed report on the council’s efforts to secure completion of the taking-in-charge of the roads and drains at Larkfield and to further advise on the outstanding steps required to be completed to permit the taking-in-charge to be completed?

That the Manager will arrange for an educational public talk on the significance of the Esker.
That this Committee fully supports the Manager's Sustaining and Developing Business Initiative, notes the content of the Action Plan for Jobs 2012, particularly the content of Chapter 2 Supporting Indigenous Start Ups and Action 2.5 relating to a new Community Enterprise Development Programme and new Community Enterprise Centres, but is concerned that there is no Community Enterprise Centre in the Lucan EA, where over 4300 residents are on the Live Register, as there are Community Enterprise Centres in other areas of the County including Clondalkin and Tallaght, and requests the Manager to pursue, with Enterprise Ireland and in the context of the Action Plan for Jobs, the realisation of at least one Community Enterprise Centre in the Lucan EA, and pursue again, with the Adamstown developers, the possibility of bringing forward the Enterprise Centre included in the SDZ Planning Scheme.
That this Area Committee requests the Manager to engage with Esker Educate Together NS, the Department of Education and Castlethorn Developments to address outstanding safety concerns and other issues which have arisen since the opening of the new temporary accommodation at Adamstown Avenue, including in particular the provision of:
- a signalised or school warden crossing on Adamstown Avenue;
- signage, road markings and other safety measures in the vicinity of the school; and
- directional signage within Adamstown to indicate the location of the school.
That this Area Committee requests the Manager to engage with CPLN Area Partnership, Co. Dublin VEC, the County Enterprise Board & Enterprise Ireland to examine options for the provision of an Enterprise Centre and ‘jobs hub’ in the Lucan South/Adamstown area, in including through the leasing of currently vacant premises, for the purpose of initially providing physical space such as 'hot-desks' (and at later stage 'incubator units 'for business start-ups, in suitable premises) as well as providing a base for Local Employment Services and for training programmes run by CPLN Area Partnership, Co. Dublin VEC and other bodies.
