MOTION: Councillor E. Higgins

That the Manager reports on litter warden services in Lucan and Palmerston and provides a list of areas (including laneways in Palmerston) that have been subject to litter blitzes in the past month or are earmarked for upcoming blitzes.

REPORT:

The local Litter Warden patrols the areas of Lucan and Palmerstown on a daily basis, which includes laneways. The Litter Warden carries out inspections and where any illegal dumping is found in the laneways or indeed other areas, this is then arranged to be removed and these arrangements can be made up to several times a week depending on the volume of dumping.  When evidence is found, fines are issued under the Litter Pollution Act 1997.

In the first quarter of 2012 there were 4 fixed penalty fines issued for the Lucan area and 4 fixed penalty fines issued for the Palmerstown area.  Of the fines that were issued for the Palmerstown area, 3 were in respect of material found in laneways.

The Litter Warden also patrols in line with reports/complaints from Customer Care, Members Net and Fix Your Street, which helps in identifying areas worst affected by illegal dumping and littering. 

The Cleansing Section in Ballymount hired a mini sweeper for a period of 3 days a week from an external contractor commencing 27th March for the express purpose of cleaning the Palmerstown laneways. Unfortunately the unit had mechanical problems and was off hired on the 28th March until the replacement part was received on the 30th March.

The table below includes details of the operations carried out and proposed operations in the Laneways in the Palmerston area

The laneway to the between Glenaulin Road & Californian Hills Park (& associated inroads) was swept. The laneway between Culmore Road & Glenmaroon Park (& associated inroads) was swept.   10th April
The laneway between Wheatfield Road & Oakcourt Estate (& associated inroads) was partially swept.   11th April
The laneway between Wheatfield Road & Oakcourt Estate (& associated inroads) was swept. A cleansing crew was dispatched to remove the larger material from the laneways swept from the 10th.   12th April
