MOTION: Councillor W. Lavelle
That this Area Committee requests the Manager to engage with Esker Educate Together NS, the Department of Education and Castlethorn Developments to address outstanding safety concerns and other issues which have arisen since the opening of the new temporary accommodation at Adamstown Avenue, including in particular the provision of:
REPORT:
In 2011, planning permission was sought for the construction of a temporary 16 classroom primary school (Reg. Ref. SDZ11A/0001) for a period of 3 years. South Dublin County Council granted permission for the proposed development in July 2011. The permitted development includes provision for a drop off zone to the front of the school building. Signage is erected to identify the drop off zone. Spaces for more extended parking are to be provided in the teachers car park.
Condition No. 5 of the permission requires the submission of a School Travel and Traffic Management Plan that addresses the following:
“(a) Details of a School Mobility Officer(s) (or person(s) with similar responsibilities) appointed to develop, implement, monitor and review implementation of the agreed School Travel and Traffic Management Plan(s);
(b) Provisions to manage pupil drop off and collection;
(c) Provisions to manage more extended parking by parents and visitors;
(d) Provisions for safe pedestrian and cycle access; and
(e) Targets for increasing the number of pupils and staff travelling to school by non-car based modes.”
The submitted Mobility Management Plan does not adequately comply with this condition. A further submission is required to address this condition and the terms of the agreed plan need to be implemented on site. South Dublin County Council will issue a formal response to the compliance submission and will contact the school separately in relation to this matter.
A school warden under the terms of the Traffic Acts cannot be provided on a road that is in private ownership. Adamstown Avenue is not in the charge of South Dublin County Council and as such no warden can be provided at this location.
