Questions
To ask the Chief Executive for a report on progress in resolving persistent flooding during heavy rain on Dodsboro Road (ref. 1911808), and whether they will make a statement on the matter?
To ask the Manager for the results to the test carried out late 2025/early 2026 by SDCC of the water source in Lucan Demesne that runs under the road at the end of Tandy's Lane, by the "Bath House" in Lucan Demesne, joining the River Liffey to the North, and to report back on the water quality and chemical composition. Using 18th C scientific sources, we may be able to use this information to prove (or disprove) that this is the original "spa" discovered during the 18th century, despite another spa water found near the Spa Hotel and a second in what is now the park beside Sarsfield Park, as the chemical composition of each differed slightly.

Questions
To ask the Manager for details of measures being taken (where confidentiality is not an issue) to protect animal, plant, fungal, riverine, pollinator & insect, tree and bird species that may be protected or at risk ecologically, within Lucan Demesne, from the opening of the demesne as a public park, with an increase in dog and human traffic through what may be, in places, ecologically-sensitive areas.
To ask the manager for an updated timeline on the installation of a roof for Waterstown House in Palmerstown.
To ask the Chief Executive when the pitch works in Glenaulin park will be completed and to confirm that the commitment to close the gate at Glenmaroon Road be honoured once works are completed?
How does the Council respond in cases where a resident does not want trees planted directly in front or along the side of their property? Will permission be obtained from the resident before planting commences?
Do the council have a visual mock-up and timeline for the planned accessibility upgrade to the Ballyowen Park entrance at Lucan/ Newlands Road, and will it resemble the impressive park entrance enhancements on Griffeen Avenue?

That this committee request the Chief Executive report on progress to date in delivering the sports changing room pavilion programme in the LEA, including the current status of the pavilion at Griffeen Valley Park, previously programmed for delivery in early Q1 2026, and an outline plan with indicative timelines for the delivery of the remaining pavilion units within the LEA, including how remaining locations will be prioritised for delivery, given that public park pitches used by local clubs do not have access to toilet or changing facilities.
That the Chief Executive arranges for the provision of car parking in Glenaulin Park in Palmerstown, due to the increasing use of the park for sports and the new proposed play space. Parking could be provided on the Western edge of the park (near the pitch) using a one way system for traffic entering through the lane at Culmore Road and exiting through the lane onto Glenaulin Road (see map attached). The parking should be eco-friendly and permeable for minimal reduction of green space
That this Area Committee calls on the Chief Executive to investigate and address the deteriorating public realm conditions at the student drop-off area to the rear of Kishoge Community College, which has become a noticeable black spot in terms of cleanliness, maintenance and overall amenity.
Given that this location serves as a key access route for students, the Committee requests that immediate clean-up and improvement works are undertaken, along with ongoing maintenance measures to restore and sustain the area to an appropriate standard.
The Committee further requests a report outlining actions taken and any proposed measures to prevent the area from falling into disrepair again.
That this Committee calls on South Dublin County Council to install secure storage cages in Airlie Park and Beech Park to support badly needed storage at these locations.

To ask for a report on the totals of derelict site levies collected in the LEA in 2025, with a breakdown on the rough age of construction of the properties, and if any of the properties are on the Protected Structures list for SDCC.
That this Area Committee requests the Chief Executive to bring forward proposals in relation to the Christmas tree on Lucan Village Green, including its appropriate siting and future arrangements for installation and lighting, and to outline what engagement has taken place with the Lucan Festival Committee and Lucan Tidy Towns in this regard.

That this Area Committee requests the Chief Executive to bring forward a plan for the reinstatement of semi‑mature, native and environmentally appropriate tree planting within Lucan Village Green, noting the recent removal of mature trees. The plan should identify suitable locations for replacement planting in order to restore the character and amenity of the Green and support biodiversity and climate resilience.
"To ask the manager to reinstate new public litter bins back between AIB and Bank of Ireland on that side of the street in Lucan Village, following the recent completion of footpaths, and as part of the Lucan Village enhancement works"
To ask the Manager for a firm commitment to immediately return the wooden sculpture that previously stood in Lucan village green, to the green, on completion of the works, as promised by SDCC Management to both previous and current Councillors. The "look" of the village green has been drastically altered by the recent redesign, but it should be perfectly possible to choose a suitable location in the new green for the sculpture, as it is a valued part of street art by Lucanian's.

To ask the Chief Executive, given the imminent opening of the Swimming Pool at Lucan Leisure Campus, what engagement, if any, has taken place to date in relation to pricing and concessions, following the indicative concessions referenced in response to my question of May 2025, and if no such engagement has yet taken place when this will occur, and to confirm what concessions will be in place on opening, and whether they will make a statement on the matter?

The number of Internation Protection Accommodation (IPAS) centres in the Lucan Electoral Area

That this Area Committee requests that the Chief Executive arrange an early meeting between relevant Council management, representatives of the Mens Shed Lucan and local councillors.
This meeting is sought in light of the significant work undertaken to date in identifying a suitable location and facility for the Mens Shed Lucan. A coordinated engagement at this stage would be beneficial to all parties in progressing the project addressing any outstanding issues and supporting the delivery of this important community initiative.
Given the imminent large population increase expected in the greater Lucan area (including parts of Adamstown and Clonburris SDZ's) which has yet to be built, I am calling on the Manager to develop plans or funding (or to flag existing, external sources of such funding with Councillors) dedicated to creating linkages between existing and established community groups in the older parts of Lucan, with the newer communities and groups, in order to share experiences, create linkages and friendships, explore collaborations and cultural richness, and overall enhance both newer and older communities.

To ask the Manager of any refurbishment plans of Protected Structures and/or heritage buildings owned by SDCC, aimed at bringing them back into community or housing use, in the LEA, planned for 2026?
To ask the Chief Executive further to discussions at the previous Area Committee Meeting to provide an update on the proposal to either hold a separate meeting or include a dedicated agenda item at a future ACM subject to time requirements to allow for a detailed discussion on the proposed Arts Centre in Clonburris. This should include clarification on the proposed design, scale and the level of input from the Library Services Department.

To ask the Chief Executive for an update on when repairs to the ramp on Dodsboro Road / Tandys Lane, adjacent to the traffic lights at Dodsboro Cottages (ref. 1915833), are scheduled to be carried out, and whether they will make a statement on the matter?
To ask the Manager to update Councillors on any progress made in organising or planning the promised NTA workshop with Local Councillors (due in Feb 26) to explore local public transport issues and opportunities at a dedicated workshop.
To ask the Chief Executive to provide a report regarding faulty public lighting in the North Clondalkin area, including the total number of public lights currently reported as faulty, the number of those faults outstanding beyond the 10 working day timeframe set out in the service level agreement, the average and longest repair times currently recorded and the specific reasons why these cases remain unresolved beyond the agreed timeframe?
That this Area Committee requests that the Chief Executive prepare a feasibility report on the potential for a structured parking arrangement along the linear green at Adamstown Boulevard to better support access to local services, including the Primary Care Centre, in light of the existing shortfall in parking provision.
The report should examine:
- Short‑term parking needs for patients, visitors, and those with reduced mobility
- Provision for service and delivery access
- Current pressures on surrounding roads and the extent of informal parking
- Interaction with nearby parking infrastructure, including the shopping centre
- Impacts on and requirements of local businesses and service providers
The purpose of this report is to establish whether a managed parking solution could appropriately balance improved accessibility with protection of the linear green space

That this Area Committee calls on the Chief Executive to provide a report outlining all road openings and utility/civil works carried out in the Lucan area over the past 12 months, including locations, contractors involved and the frequency of repeat works at the same sites with particular reference to Newcastle Road. The report should also set out the current coordination and monitoring processes in place between the Local Authority and road licensees. Furthermore, this Committee requests the immediate identification and repair of damaged road surfaces and potholes arising from these works as current conditions are unacceptable and present a safety risk to all road users.
To call on the Chief Executive to review the boundary wall between Foxborough and the R136, and to bring forward proposals and a timeline to complete it with a suitable finish, in line with other estates bordering the R136.
That SDCC replace faded pole numbers on public lighting columns where they are faded or removed and unidentifiable.
To call on the Manager to return the area designated a 'bus stop' that is not associated with any bus stop, which is currently in front of the line of shops on the R835 in Lucan village just east of the crossroads in the village, to demarcated car-parking spaces. The more westerly bus stop area functions well because a bus stop is located at it, but the more easterly bus stop area has no associated buses linked to it, and it is a serious loss to the local businesses in terms of customer parking.
To ask the Chief Executive to request inspection of the pedestrian path running parallel to St. Ronan's Avenue adjacent to Wood Avens, which is prone to regular flooding, and to assess whether drainage works are required to alleviate water pooling and improve accessibility during wet weather conditions.

To ask the Chief Executive if there are any plans to increase the opening hours of the Library Hub in Palmerstown, and if so, when this would be likely to be implemented?
To ask the Chief Executive while acknowledging the My Open Library service as a very positive and accessible initiative whether South Dublin County Council Libraries have considered the introduction of external out-of-hours book return facilities (post box-style drop-off points) at library branches and if there are any plans to pilot or roll out such a service to further enhance accessibility and convenience for users.

To call on the Manager to update this committee on preparation, any steps taken, meetings held with local businesses, and any relevant timelines for implementation of the targeted Economic Recovery Plan for Lucan Village businesses that was passed following my successful motion in November 2025. This plan was aiming to address the long-term impact of recent roadworks and planning schemes on footfall and growth.

That this Area Committee write to ESB to request that they examine and implement measures to secure the entrance to the ESB substation opposite Kishoge Community College, Lucan, in order to prevent ongoing illegal dumping, and to arrange for a thorough clean-up of the area, given the unsanitary and unsightly conditions currently impacting staff, students and visitors on their passage in and out of the school.
