QUESTION: Councillor L. O'Toole

That this Area Committee requests that the Chief Executive prepare a feasibility report on the potential for a structured parking arrangement along the linear green at Adamstown Boulevard to better support access to local services, including the Primary Care Centre, in light of the existing shortfall in parking provision.
The report should examine:

The purpose of this report is to establish whether a managed parking solution could appropriately balance improved accessibility with protection of the linear green space

REPLY:

The Council acknowledges the concerns raised regarding access and parking in the context of the Primary Care Centre and surrounding local services at Adamstown. 

Adamstown was planned and delivered within the Adamstown Strategic Development Zone (SDZ) Planning Scheme, which sets out a comprehensive and integrated approach to land use, transport, parking provision and public open space. The SDZ Planning Scheme establishes a reduced-car, public-transport-led development model, supported by district centres, local services and communal parking solutions rather than extensive surface parking.
All development within Adamstown, including the Primary Care Centre (PCC), has been subject to due statutory planning process and assessment, having regard to the Adamstown SDZ Planning Scheme, the South Dublin County Development Plan and national guidance. Each planning application has been assessed on its individual merits, including parking provision, accessibility, service access and impacts on the surrounding road network.  In the primary care grant of planning, a small number of Ambulance, set down and delivery parking spaces were positioned beside the Primary care building, while the bulk of the visitor parking was provided within the multi-storey car park close by.  This arrangement was accepted by the current managers of the PCC as an acceptable arrangement.
In relation to the use of the linear green space for additional car parking spaces: the protection of the linear green space along Adamstown Boulevard is a key policy objective for South Dublin County Council. This green corridor forms an integral part of the SDZ’s open space network, providing recreation, amenity value, visual relief, and sustainable drainage functions. The Council’s policy is to safeguard such strategic green infrastructure and to resist encroachment that would compromise its function or long-term value to the community.

When considered in a county-wide context, the overall parking provision in Adamstown is generous and exceeds that available in many other metropolitan locations with comparable levels of public transport accessibility. The SDZ model relies on the availability and use of shared parking infrastructure, walking, cycling and public transport, rather than the provision of additional bespoke parking adjacent to individual services.

At the moment the Adamstown Boulevard remains private property and the control of illegal parking is managed by the developer and OMC. It is likely that some elements of the external infrastructure will be Taken in Charge by the Council in the near future. Similar management tools will be used by SDCC, such as parking tickets and other methods along Adamstown Boulevard to control illegal and irresponsible parking. 

In the areas to be Taken in Charge by the Council, SDCC will monitor parking demand, usage patterns and any instances of inappropriate or informal parking on surrounding roads and take appropriate actions in line with our parking management policies.  The private areas will continue to be managed by the designated OMC for those locations.
