MOTION NO.10

MOTION: Councillor L. O'Toole

That this Area Committee calls on the Chief Executive to provide a report outlining all road openings and utility/civil works carried out in the Lucan area over the past 12 months, including locations, contractors involved and the frequency of repeat works at the same sites with particular reference to Newcastle Road. The report should also set out the current coordination and monitoring processes in place between the Local Authority and road licensees. Furthermore, this Committee requests the immediate identification and repair of damaged road surfaces and potholes arising from these works as current conditions are unacceptable and present a safety risk to all road users.

REPORT:

Unfortunately Maproad (the national road licencing system) does not allow us to prepare reports by broad location or LEA.

A high level overview of the last 12 months shows there were approximately 299 T2 & T3 road opening licences issued in the Lucan LEA and 3641 road opening licences issued in total in SDCC.

With respect to the section of Newcastle Road within the Lucan LEA there were 10 licences issued,

• 5 for new duct infrastructure,
• 1 for new utility connection,
• 2 for Traffic Improvements,
• 1 for maintenance
• 1 for tree cutting.

SDCC condition all T2 licences and when we deem it necessary a site meeting with the applicant is held in advance.

In 2025 SDCC launched our one dig policy and we are the only LA to have a one year advance notice for large works. This process is aimed at aligning larger works to minimise disruption to members of the public.
