To ask the Manager for a detailed update on all works carried-out to date and further planned to address the serious problems of anti-social behaviour at the old road embankment between Castle Riada and Moy Glas Estates, the total cost of works to date and the status of the remainder of the €90,000 funding allocated for this year under the Public Realm Transformation Initiative for such works?
To ask the Manager to give an updated report on the measures in place to deal with anti-social behaviour in and around the Griffeen Valley Park and to include the effect, if any of these measures, and to generally report on progress in dealing with the issue?

That this Committee requests the Manager to expedite the long-awaited taking-in-charge of the large grassed area along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden's Park Estates.
That the Manager would present a report on projects being implemented / supported by the Council to study and implement measures to preserve / enhance bio-diversity , and industrial history in Waterstown Park, Palmerston, and its environs.
That the Manager would make a report on actions/measures implemented in 2011 to improve/enhance the amenity provided for residents in the Council's Parks in the Lucan EA, including Waterstown Park, Lucan Demesne, Griffeen Valley Park, Willsbrook Park, Hermitage Park and Ballyowen Park.

To ask the Manager for a report on dogs which are not appropriately controlled in parks throughout Palmerston and Lucan and to outline what action is being taken to minimise dangers to members of the public, in particular in Glenaulin Park?
To ask the Manager for a report on the number of fines issued to householders in the Lucan EA in 2011 to-date for presenting household bins in a manner which contravenes the Council's Bye-Laws, the percentage of fines paid and the percentage appealed to the Council, and the outcomes of appeals?

That the Manager will arrange for additional anti-dog-litter signs in Larkfield Estate.
That the Manager address the need for litter bins along the busy pedestrian routes of Oakcourt Avenue and Glenaulin Green in Palmerston and that funding be identified for the provision of bins in these areas as part of the 2012 budget.
That this Area Committee requests that the Council’s Operations Crew prioritise more regular removal of litter and dumped material from both Willsbrook Park, as requested by 4th class pupils of Lucan Educate Together NS (see attached letter); and the park between Ballyowen Lane and Mount Andrew, including the hedging between lanes and the park which is subject to heavy littering and dumping and which has not been cleansed despite repeated recent requests.

That the Manager report on the measures taken to date, and planned, to prevent a recurrence of the recent flooding at Glenmaroon Road, Glenaulin Road, Culmore Road, The Covert and Oak Court Close.
That the Manager gives a report on progress to date in having the open space at Palmerstown Lawns incorporated into the neighbouring garden so as to eliminate anti social behaviour.
That this Committee, noting the flooding at Esker Lane (Woodville) and the problems relating to stormwater drainage in Lucan Village, as experienced on foot of heavy rainfall of 24th October; requests the Manager to install additional surface water drains at Esker Lane and to report on “the capacity of storm water drains in Lucan Village and the regularity and efficiency of maintenance and clearance of these drains” as requested in my emergency motion agreed at the October meeting and in subsequent representations, including from the Woodville Residents Association.
That the Manager, further to the report presented to Councillors after the flooding, outline what preventative measures will be introduced in the Lucan and Palmerston areas. The report should identify what drains / gullies will be upgraded and to confirm whether a need for additional gullies along Wheatfield and Glenaulin Roads in Palmerston has been identified and when works can begin.

To ask the Manager to consider the installation of traffic calming measures at the entrance to Oakcourt, Palmerston subject to the identification of funding?
To ask the Manager to present a detailed update on efforts to alleviate the serious traffic tailbacks on Newcastle Road in Lucan, including a report on traffic light co-ordination along Newcastle Road?
To ask the Manager to examine measures to improve the safety of pedestrians, in particular school children, crossing Grange Castle Road at the junction with Lucan Road (Woodies junctions)?
To ask the Manager for a report on meetings held with stakeholders, residents, business owners and taxi drivers to consider the matter of the provision of taxi ranks and regulated taxi queuing locations in and around Lucan Village?
To ask the Manager if he will advise on the additional measures to be implemented by An Garda Síochána to manage traffic in the Lucan EA during the upcoming Christmas period?
To ask the Manager for a report on footpath repairs / enhancements carried out in Sarsfield Park, Lucan in 2011 and if he will examine the condition of the footpath outside a particular house in the estate (name and address supplied), with a view to renovating the footpath to the standard of adjacent houses?

That the necessary arrangements be made to adjust the three tonne limit on Kennelsfort Road so that heavy goods vehicles are totally excluded from the maximum part of Kennelsfort Road and from the estates between Kennelsfort Road and the N4 at the Oval, as follows: a new 3 tonne ban on Kennelsfort from the entrance to Woodfarm Acres to the N4 and a new 3 tonne ban extending over Wheatfield Road from the junction with Kennelsfort Road to its junction with Glenmaroon Road and that the current 3 tonne ban on Kennelsfort Road from the entrance to Cherry Orchard Estate to the N4 be rescinded.
That a discussion takes place on the Parking Scheme as it applies to the Lucan / Palmerston Area with particular reference as to how it serves traffic flow, the taxi trade, residents and the business community.
That the Manager will examine the traffic light sequence on the Lucan Road at the junction nearest to Woodies and that the Manager will particularly focus on the safety of school children using the crossing.
That this Area Committee calls on the Manager to set aside any requirement for a warrant to be met and to install a signalised pedestrian crossing on Griffeen Avenue, between the entrance to Oldbridge and Griffeen Glen Road; and that this proposal be considered top priority for Lucan in 2012 given that a crossing at this location could reliably be expected to strategically increase the overall number of pedestrians crossing Griffeen Avenue to access the local centre at Griffeen and in particular to increase the numbers of children (and parents) from Oldbridge, Rossberry, Tullyhall and Hayden’s Park Estates walking to Griffeen Valley Educate Together NS given that approximately 100 children from these four estates attend that school?
That the Manager would consult with the An Garda Síochána authorities regarding the legal basis of the actions implemented by An Garda Síochána to enforce bye-laws and other legal instruments in the administrative area of Dublin City Council to regulate and control the use of locations other than designated Taxi Ranks by taxi drivers seeking passengers on the street in Dublin City, and bring forward proposals, in the form of addenda/amendments to the existing SDCC Parking Bye-Laws or a separate set of Taxi Bye-Laws to regulate and control the use of on street locations other than designated Taxi Ranks in and around Lucan Village, and make an interim report to the December Lucan Area Committee meeting.
That this Area Committee requests the Manager to prioritise footpath improvements to Lucan Road between Esker Lane/Woodville and Ballydowd Grove as part of the 2012 footpath works programme.

That this Area Committee, noting the Government's Capital Review, in particular the decisions to defer the DART underground project and to proceed with the Luas BXD extension to Broombridge, on the Maynooth line; calls on Irish Rail, the National Transport Authority and Minister for Transport to reopen the Phoenix Park rail tunnel so as to allow trains from the Kildare line serving Hazelhatch, Adamstown, Lucan and Clondalkin to continue on to the docklands and/or city centre including integration with the Luas at Broombridge; and further calls for the immediate opening of the Kishogue Rail Station in Lucan.
That the Manager provide an up to date report on Kishogue Train Station, outlining when this station can be opened and what proposals Iarnród Éireann have communicated with the Council in relation to progressing this public facility.

To ask the Manager to write to the Traffic Corps of the Gardaí asking for a report on the enforcement of the 3 tonne limit on Kennelsfort Road over the past eleven months and to include: the number of vehicles in breach of this limit that were stopped on this route, how many were deemed to be travelling it illegally, how many had had a previous transgression on the roadway and what consequences were imposed on those found to be in breach of this limit?

That the County Librarian explore a site for the proposed Digital Hub at Palmerston at the proposed sites (addresses supplied) and bring forward to this Area Committee in March 2012 costed proposals for the Digital Hub.
That this committee invite representatives of Dublin Bus to a meeting next January 2012 to review the operation of the new routes, the new integrated ticketed system and to fully discuss with the company the Service required by the citizens of the Lucan Palmerston area.
That this Committee compliments the County Librarian and Library Staff on initiatives/projects which have been implemented by the Council Library Service in the past in Lucan Library to support businesses and persons interested in starting their own businesses, and requests the Manager to make an updated report on the provision of such reports currently, and projects/initiatives planned for 2012.
That the Manager would write to the Department of Social Protection seeking information on the up-to-date position regarding the acquisition of a premises for a more suitable Social Welfare Office in Lucan, and to ask the Department to clarify whether a Local Employment Service will be provided for unemployed residents of Lucan in a new Social Welfare Office.
