That the necessary arrangements be made to adjust the three tonne limit on Kennelsfort Road so that heavy goods vehicles are totally excluded from the maximum part of Kennelsfort Road and from the estates between Kennelsfort Road and the N4 at the Oval, as follows: a new 3 tonne ban on Kennelsfort from the entrance to Woodfarm Acres to the N4 and a new 3 tonne ban extending over Wheatfield Road from the junction with Kennelsfort Road to its junction with Glenmaroon Road and that the current 3 tonne ban on Kennelsfort Road from the entrance to Cherry Orchard Estate to the N4 be rescinded.
REPORT:
The proposal advocates a very similar restriction to that which was initially applied to the road. At that time locally generated goods traffic was disproportionately affected.
The road network is now developed to a standard where the major roads are predominately uncongested. Additionally the neighbouring weight restriction in Ballyfermot and 5 axle prohibition in the city centre are present. When all these factors are combined the demand for goods traffic to utilise indirect routes such as Kennelsfort Road is reduced .
This significant reduction in HGV’s has been observed on Kennelsfort (M8 Lucan Area Committee Meeting 28Jun11). It is likely that the remaining traffic using Kennelsfort Road is local in nature and in any case the portion of HGV traffic is consistent with other minor trough roads within the urban area. It is not proposed to modify the current restriction.
