QUESTION: Councillor W. Lavelle
To ask the Manager for a detailed update on all works carried-out to date and further planned to address the serious problems of anti-social behaviour at the old road embankment between Castle Riada and Moy Glas Estates, the total cost of works to date and the status of the remainder of the €90,000 funding allocated for this year under the Public Realm Transformation Initiative for such works?
REPLY:
The Public Realm initiative was established as part of the Budget 2010 process. It was agreed that this would track income and as such the final amount in 2010 was €300,000 with an additional €300,000 being allocated in the 2011 budget. This fund was not to form part of the routine maintenance of an area but rather it would transform an area by eliminating the need to maintain it into the future e.g. that it would not be necessary to continually send in crews to remove dumping, graffiti, cut grass, etc. The fund was to be used county-wide and split on the basis of highest need alone and would therefore not have an even spend across areas and as such no part of the fund was vested in any particular area.
In August 2010 a process was initiated with the Members to identify sites where this one-off spend would completely eradicate a problem. Each site was reviewed and in some cases the problem had been resolved, funding was available elsewhere to tackle it or in others it was a matter of routine maintenance and did not fulfill the criteria of the Public Realm Fund. In particular this covered areas where littering was an on-going issue.
Each site was further reviewed and criteria developed which enabled ranking of the qualifying projects in order of importance. The criteria used to prioritise the works were as follows.

Specifically in relation to Moy Glas Close there was close engagement with the local residents. During spring 2011, a 52 meter section of wall opposite the cul de sac at Moy Glas Close was removed and the area reinstated in an effort to deter the congregation of people at this location. The work has proved effective and reports received have been positive.
Submissions were received in September 20ll from the residents of Moyglass and Castle Riada Estates as follows:
1. Blocking of all through points between Moy Glas and Castla Riada
2. Thinning of low level hedging at agree points within Castle Riada
3. Thinning of depth of hedging at agreed points in Moy Glas
4. Complete clean up of length of laneway/esker of litter/glass etc
5. Removal of remnants of fencing within Moyglass.
Items 2-4 have been completed and in relation to Item 5, the old fence posts from the top of the Esker in the vicinity of Moy Glas Green will be removed by the Council's Parks Department in December when the beech hedge at this location will be pruned also.
The total cost of the works to date is €7,303.87.
In general requests by the residents to prevent access between Castle Riada and Moy Glass Estates are difficult to achieve and not necessarily best course of action. It is hoped to accommodate some provision in the 2012 budget for additional works. Any additional works to be undertaken should have a high level of sustainability on the area in which they are used. Some discussions have taken place between the Council's Architectural Services Department and Park's Department and as these advance there will be further discussions with Castle Riada and Moy Glas to agree further proposals for the area which may form part of the public realm funding.
