MOTION NO. 10

MOTION: Councillor G. O'Connell

That the Manager gives a report on progress to date in having the open space at Palmerstown Lawns incorporated into the neighbouring garden so as to eliminate anti social behaviour.

REPORT:

It is presumed that the motion relates to an area of open space located between 14 and 16 Palmerstown Lawns.

The Council  issued terms to the houseowner of No. 16 Palmerstown Lawns for a licence agreement for an initial period of five years in respect of the incorporation of the adjoining plot of open space into her property to address claims of anti-social behaviour in the area.  A meeting was held with the houseowner and  representatives of the Palmerstown Court Residents' Association on  22/11/2011, at their request, to discuss the matter further. At the meeting the parties enquired as to whether the Council could carry out the necessary works i.e building of a wall along the front boundary,  to close off the area prior to the maintenance of the lands being taken over by the adjoining houseowner as it was considered onerous in view of the extensive area to be maintained. The houseowner may be agreeable to contributing towards the cost of the work.

The Council's Parks Department has been requested to submit an estimate of the cost of constructing the wall in question to allow the matter to be further considered.
